Reporting to the Chief Program Officer, the Director of Residential Services provides leadership and innovation to a team serving our most vulnerable populations; children and youth ages 12-21 years who are in foster care or juvenile justice systems or we are trying to prevent entering those systems. Utilize best practice approaches including positive youth development and a holistic approach to crisis intervention, stabilization, and helping youth resolve differences and navigate developmental milestones with internal resources and support networks. The Director oversees compliance in all Community Care Licensing programs including: 20 bed Runaway and Homeless Prevention Center 10 bed Transitional Housing Placement Program (THPP) 35 bed Transitional Housing Non Minor Dependent Program (THP-NMD) Essential Duties/Responsibilities
Oversee the interview and selection process of all direct report managers. Provide professional development coaching and mentorship including new hire performance reviews and annual staff performance reviews, as well as OKRs. Build a cohesive treatment team among service providers and ensure fidelity to treatment goals of each individual. Clinical supervision of all Case Managers including BBSE intern hours (if applicable). Provide or designate on-call support 24/7 for all programs and assist with crisis intervention. Contribute innovative practices for performance quality improvement and agency sustainability. Ensure documents and procedural forms are signed and submitted timely (treatment plans, progress notes, assessments, quarterly reports, termination summaries, letters to DFCS, Probation or other external agencies). Review all CCL incident reports and fax to licensing within one business day of occurrence. Monitor annual budgets and approve financial requests for staff (mileage, staff allowances, program fees, incentives, recreation, etc.). Meet with grantors, conduct site visits, participate in county task force meetings and workgroups. Complete grant and compliance reports including Santa Clara City Housing Report, quarterly THPP and THP+FC reports to County, Annual city compliance Sunnyvale report and APR HUD report (THPP) and assist with Transitional Housing reports as required. Ensure compliance with RHY federal regulations. Represent the agency in leadership roles at designated community meetings. Develop positive relationships with DFCS and JPD to accept client referrals, communicate progress and issues, prepare discharge planning, and coordinate with wrap teams. Maintain all outcome measures and ensure appropriate documentation in the Electronic Health Record system. Complete all required reports within designated timelines. Assist in program development, expansion, and design; implement best practices in all programs. Participate in Quality Assurance and Quality Improvement activities. Manage scheduling of employees and maintain adequate staff-to-youth ratios. Attend quarterly collaborative meetings with DFCS and monthly Agency PQI and Program Operations Meetings. Ensure staff complete initial (40 hrs.) and continuing (20 hrs./yr.) education requirements. Monthly review of outcome metrics and program development/interventions to support meeting all outcomes. Facilitate weekly staff meetings and clinical reviews. Review all incident reports promptly and report to appropriate agencies as required. Ensure client documentation meets expectations and deadlines. Develop relationships with County Social Services, police departments, and community organizations for placement, referrals, and coordination of services. Make sound clinical assessments and interventions with challenging youth behaviors and mental health issues. Maintain Title XXII regulations for the program and report incidents as required. Ensure site safety and maintenance issues are addressed promptly. Investigate home conditions to protect youth and children from harmful environments. Maintain client files per CCL regulations and ensure appointments are completed. Maintain clean and orderly sites and vehicles; report maintenance issues to Facilities Manager. Regular attendance is required. Other duties as assigned. Education and Experience
Master of Arts (M.A.) in related field and 5 years of experience. LMFT or LCSW highly desired. Experience with Community Care Licensing (CCL) processes and procedures required. Knowledge of needs of group homes, homeless and street youth, and experience with culturally diverse youth and families required. Knowledge of Medi-Cal documentation and billing. Highly organized with project management experience. 3–5 years of management experience. Current CPR and First Aid Certification required (or complete within 30 days of hire). Valid California driver's license with access to a personal vehicle with current insurance for company business. Fingerprinting/background check as required by DOT and/or Title XXII regulations. TB test required. Required Skills/Abilities
Language: Ability to read and interpret safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Effective communication skills. Mathematical: Ability to work with basic mathematical concepts for reporting. Reasoning: Ability to solve practical problems and interpret complex instructions and schedules. Computer: Knowledge of Internet software, spreadsheet and word processing software; Gmail/Google Suite preferred; strong internet research skills. Physical Demands
Regularly stationary; able to use hands and reach; may travel to other sites; may move up to 20 pounds. Vision requirements include close, color, and focus. Work Environment
