You will conduct thorough reviews of plans, specifications, inspection procedures, and physical observance of all aspects of production work You will use engineering disciplines for planning and performing quality control audits/ assessments of work, including the recommendation of new methods, procedures, and requirements to assure that problem areas are eliminated. You will direct and maintain defect analysis and surveillances of Shipyard areas where work is being accomplished and work documents which encompass non-nuclear work. You will develop and use new inspection, surveillance, assessment and auditing techniques using engineering concepts in the fields of mechanical, structural, fluids, welding, etc., for evaluation of non-nuclear work practices. You will participate in conferences and discussions involving assessment reports with other command personnel, representatives of other Naval Shipyards, NAVSEA, and other organizations involved in the overhaul and repair of Naval Ships. You will formulate plans for action on mutual deficiencies/ problems/concerns, inspection requirements, and quality levels. You will administer/maintain the Submarine Safety (SUBSAFE) and Deep Submergence Certification Program for the department. You will be responsible for maintaining developing/maintaining the command's Procurement Quality Assurance (PQA) Program for non-nuclear, nuclear and crane operations. Conditions of employment

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position may require you to work onboard ships. Work requires regular and recurring periods of walking, standing, stooping, bending, and climbing. Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: possessing professional engineering experience analyzing shipyard production deficiencies and quality performance data to identify trends and develop corrective action plans. Education requirements: Successful completion of a professional engineering degree. To be acceptable, the program must lead to a bachelor’s degree in engineering with ABET accreditation or meet the detailed core coursework criteria outlined in the original text, or current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Alternatively, evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other licensure board requirements may be considered, or equivalent combinations of education and experience as described in the original text. Experience refers to paid and unpaid experience, including volunteer work through National Service programs. Volunteer work helps build critical competencies and can translate to paid employment. Education details also include options for those with a curriculum leading to a bachelor’s degree in related technical fields, and the possibility of accepting equivalent experience in lieu of a bachelor’s degree in engineering, subject to professional engineering supervision and guidance.
