Senior Communications Advisor & Deputy PIO – Pemex Deer Park

Pemex Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is part of the Pemex group, a fully integrated oil company operating across exploration, production, processing/refining, logistics and marketing. The site employs approximately 1,000 employees with about 1,200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other third-party chemical facilities for further integration and optimization. As the Senior Communications Advisor & Deputy PIO, you will lead internal communications strategic planning, execution and measurement within the Deer Park Refinery. You will help manage a robust internal communications program, support crisis and incident response communications readiness, and serve as a Deputy PIO in the site’s Emergency Operating Center. Your responsibilities as the Senior Communications Advisor will include: Coordinate the planning, development and implementation of internal communications programs, projects, toolkit materials, weekly eNews, intranet news, digital signage posts and the visual library. Network with colleagues to develop editorial ideas for weekly intranet and emailed eNews articles and digital signage posts to keep employees and contractors informed, engaged and safe. Maintain a robust weekly editorial calendar for all internal communications channels. Establish success metrics to determine reach and impact for each internal communication initiative. Coordinate with Brand, Design and Multimedia resources. Serve as Deputy Public Information Officer for the site, maintain and enhance crisis/incident response communications plan and toolkit. Advocate to drive positive change, influence and enhance site culture and reputation through informative and collaborative communications. You should have: Bachelor’s degree in communications, public relations, public/external affairs and/or multimedia production. Minimum of 10 years’ experience in internal and external communications, multimedia production, intranet and social media content development and management, employee engagement, culture enhancement, public or external affairs, stakeholder and media relations, issues resolution, negotiation and crisis/incident response communications. Energy industry experience working in complex operating environments; manufacturing site-based communications experience preferred. Strong PIO experience working in NIMS ICS and JIC environments. NIMS ICS certification required. Site-based PIO experience preferred but not required. Strong knowledge and application of AP Stylebook. Proficient with Microsoft Office 365, Adobe Creative Suite, Canva, and related software, including collaboration software and analytics. Proficient with social media and intranet platforms and analytics. Spanish proficiency strongly preferred but not required. Less than 1 hour drive to/from PEMEX Deer Park site preferred.
