Overview Manager, Litigation Consulting - Review Appraisal Division role at

The purpose of this position is to ensure the completion and delivery of services in support of the HCAD operational plans and in accordance with the organization's values. The Manager will hire, train, supervise, guide, and support staff within the respective business unit. The Manager will frequently act as a Subject Matter Expert in knowledge of business unit operations, planning, organizing, and directing activities within the assigned unit, and disseminating information related to the delivery of key objectives.

The incumbent will promote process improvement and automation, and may achieve results through the management of professional or supervisory-level staff. Depending on the functional area, they are responsible for ensuring that property owners, the general public, agents, attorneys and employees are properly supported in performing transactions within the HCAD organization. The position oversees key processes, ensures the team functions effectively, and maintains final responsibility for its overall results.

Education Requirements

Licensing through TALCB as an appraiser, or coursework related to fee appraisal preferred

Registered Professional Appraiser license

Work Experience

7+ years appraisal experience, mass appraisal experience or experience as an analyst or similar position

3+ years' supervisory or leadership experience

Job Responsibilities

General Responsibilities

Ensure the completion and delivery of services in support of the HCAD operational plans and in accordance with the organization's values.

Plan, organize, and direct the activities within the assigned section and disseminate information relating to the delivery of key objectives.

Ensure the availability of resources necessary for the functional section to perform effectively.

Maintain responsibility for coordinating and delivering on section strategies and projects.

Balance section priorities and delivery commitments.

Drive operational results through the management of professional or supervisory-level staff.

Prepare and audit weekly, monthly, and annual operational and productivity reports to ensure progress against objectives.

Prepare work production schedules and yearly planning calendar.

Actively support division planning activities.

Support organizational goals and objectives by selecting, training, counseling, and disciplining division staff; planning, monitoring and appraising job results; prepare and conduct required performance evaluations and make recommendations for promotions, transfers, or terminations.

Provide assistance to internal or external customers by developing solutions and implementing strategies to ensure the unit performs in a cost- and time-efficient manner.

Maintain responsibility for coordinating and delivering on unit strategies and projects; ensure employees remain trained, engaged, and focused on required outcomes.

Develop and deliver accurate information regarding HCAD and department policies, procedures, and regulatory requirements; ensure ongoing compliance.

Oversee the creation and dissemination of training and procedural materials used within the division.

Evaluate and resolve problems and conflicts involving or beyond the scope of responsibility for team members; troubleshoot and follow up to ensure resolution.

Proactively communicate with the functional team and other Management regarding objectives, opportunities, and progress on initiatives.

Communicate procedures and important deadlines to property owners, agents, and HCAD personnel.

Assist with, prepare, and monitor technical, status, and other assigned reports.

Administer and monitor all existing exemptions.

Assist in developing various workflows and program administration.

Coordinate scheduling of annual activities to meet the district’s goals and deadlines.

Monitor new legislation and coordinate implementation of any newly required practices.

Provide support to other supervising colleagues as an available resource when a supervisor is not available.

Assist/communicate with property owners or their representatives in person, by email or by telephone; respond in writing to letters or complaints from the public regarding staff.

Develop and monitor budgets, control costs, optimize use of HCAD assets, and manage expenditures.

Typically provide second-level approvals for training requests.

Perform other duties as assigned.

Position Specific Responsibilities (Division Specific Responsibilities)

REVIEW APPRAISAL DIVISION – LITIGATION CONSULTING

Perform supervisory and administrative duties to coordinate, direct, plan, and supervise the review appraisal staff and their activities.

Work with property owners of all socio-economic backgrounds, attorneys, members of the tax community, and district co-workers.

Maintain knowledge of all current appraisal district policies and procedures and changes to the State Property Tax Code.

Plan, organize, and prioritize major activities associated with job functions assigned to the review appraisal division.

Represent RAD at board of directors' meetings or other forward-facing events when needed.

Operate PC with HCAD’s systems and software for research and to retrieve HCAD records.

Assist in production of records and maps relating to open records requests from all sources; related to lawsuits filed.

Prepare and conduct required performance evaluations.

Schedule settlement conferences and coordinate mediation conferences.

Research and analyze sales and income/expense data.

Evaluate division's work methods and suggest improvements for procedures and efficiency.

Physical & Mental Requirements

Positions typically require repetitive motions, walking, talking and hearing. Must be able to sit or stand for extended periods, with ability to reach, bend and move on steps. Manual dexterity to operate a computer keyboard and standard office equipment with ability to effectively communicate by phone, email, writing and in person. Must be able to lift up to 50 pounds. The position requires concentration, creativity, and time-management, and is subject to stress from a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions to gather information needed to make sound decisions.
