Overview

The primary purpose of position is to Serve as a senior legal advisor, providing support for all acquisition activities serviced including advice on source selection, contract formation, contract administration, claims and protests; to serve as the MAJCOM environmental law expert; and to render opinions and support in the area of mission sustainment and real property law. Chief legal counsel for HQ AFRC and Air Reserve Bases. Chief Environmental Counsel for HQ AFRC and Air Reserve Bases. Reviews complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. Examines legal issues raised by requests for formal opinions. Provides legal advice, counsel, and opinions to AFRC/CC, CD, DS, A3 and A4 on the MAJCOM Mission Sustainment Program. Serves as Real Property Law attorney for HQ AFRC, providing advice and representation on legal issues relating to all aspects of real property management, use, acquisition and disposal in compliance with Federal and State real property laws and regulations. Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. Employee must adhere to the Air Force Rules of Professional Conduct. A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance. Employee may be required to work overtime. Employee may be required to travel for temporary duty away from home station. Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This will be an excepted service position. Qualifications

GENERAL REQUIREMENTS:

You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of “active” status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in “active” status. Basic Qualification Requirement : You must meet ALL of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on “College Transcripts” and “Foreign Education” below for required documentation.): Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association.

Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.)

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of federal, state and local law (statutory), federal regulations providing assistance to eligible beneficiaries; analyzing facts, interpret complex law and regulations, applying well-reasoned analysis to reach clear and concise conclusions. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KSAs:

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of law, legal principles, and federal regulations relevant to the duties of the position and experience to provide timely and pertinent legal advice and counsel to command and management and represent AFR interests.

Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

Demonstrated skill in quickly and accurately recognizing key facts, assessing their significance, correctly applying pertinent legal standards and principles, and applying well-reasoned analysis to reach clear, concise conclusions.

Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.

Proven skill in effectively communicating with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings, and in maintaining good working relationships with government and non-government entities.

VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs and other organizations. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
