ATTORNEY-ADVISOR (CONTRACT and ENVIRONMENTAL)

Overview
The primary purpose of this position is to serve as a senior legal advisor, providing support for all acquisition activities including advice on source selection, contract formation, contract administration, claims and protests; to serve as the MAJCOM environmental law expert; and to render opinions and support in the area of mission sustainment and real property law.
General Requirements GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). At the time of application, you must provide proof, dated within four months of application, of active status with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Online information is allowed as long as it shows that you are in active status.
Basic Qualification Requirement Basic Qualification Requirement : You must meet ALL of the following qualification requirements and provide documentation to support your qualifications. Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association.
Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia. (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.)
Specialized Experience SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include knowledge of federal, state and local law (statutory), federal regulations providing assistance to eligible beneficiaries; analyzing facts, interpreting complex law and regulations, applying well-reasoned analysis to reach clear and concise conclusions. Note: You must submit a copy of official transcripts.
Federal Time-in-Grade (TIG) Requirement FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
Knowledge, Skills and Abilities (KSAs) KSAs:
Your qualifications will be evaluated on the basis of your knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of law, legal principles, and federal regulations relevant to the duties of the position, with the ability to provide timely and pertinent legal advice and counsel to command and management and represent AFR interests.
Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
Demonstrated skill in quickly and accurately recognizing key facts, assessing their significance, correctly applying pertinent legal standards and principles, and applying well-reasoned analysis to reach clear, concise conclusions.
Demonstrated skill in researching legal issues raised by requests for formal opinions, analyzing complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
Proven skill in effectively communicating with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in formal and informal settings, and in maintaining good working relationships with government and non-government entities.
Part-Time, Unpaid Experience and Volunteer Work Part-Time or Unpaid Experience:
Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer Work Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
