U.S. Citizens Duties

Help You will exercise authority over all strategic HR programming, life cycle planning, force structure analysis, Program Objectives Memorandum, budget development and resource allocation to ensure Military Sealift Command missions are met. You will execute responsibilities as the Chief Human Capital Officer, responsible and accountable for a 11,500-person workforce of civil service mariners, ashore civilians, active and reserve military to include the Strategic Sealift Officer Force. You serve as the DoN Functional Community Manager for CIVMARs responsible for the recruiting, hiring, training, manning, promotion, assignment, Labor and Employee Relations, compensation and all support requirements for this unique workforce. You will direct the development and implementation of major policies and initiatives to ensure application of effective personnel programs. You provide expert guidance to key officials to ensure effective utilization of Human Resources. You will act as the principal MSC liaison that interfaces with licensed and unlicensed Union representatives. You will serve as senior technical advisor and act for the Commander, in coordination with higher headquarters and other agencies, to ensure that operations, programming and planning are consistent with related policy, requirements and priorities. May be required to successfully complete a 1-year SES probationary period. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications

TQ 1. Demonstrated ability to work with congressional organizations and committees, executive agencies, military and industry executives, and organized interest groups. TQ 2. Demonstrate knowledge and familiarity of complex maritime requirements and logistics of ship operations, underway replenishment and fleet logistics programs. TQ 3. Demonstrated knowledge of DOD and DON human resources policy and practices along with familiarity with the unique execution requirements of an excepted service workforce. TQ 4. Demonstrated senior management level experience in human resources management in order to develop, implement, administer, manage and evaluate human resources management programs relating to personnel staffing, labor relations and employee relations, employee misconduct investigations, employment, classification and compensation policy, and human capital planning in support of world-wide operations coordination, capabilities and functions. TQ 5. Demonstrated ability to effectively deal with executives within and outside the Federal Government, to establish and maintain productive working relationships based on sound customer service principles, and to develop and persuasively communicate solutions to technical and complex management issues in a multi-faceted world-wide organization. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Veteran’s preference does not apply to the Senior Executive Service. This position is not covered by the Department of Defense Priority Placement Program.
