Overview The Metropolitan Police Department (MPD) offers an attractive benefits package and is located in Washington, DC. The department safeguards residents and visitors, and employs a diverse workforce across sworn, civilian, and support roles. This position is within the Technical and Analytical Services Bureau (TASB), Records Division (RD).

Responsibilities

Oversees the planning, coordination, and daily activities of the unit to ensure smooth operations and compliance with relevant statutes, regulations, policies, and procedures; provide training, coaching, and orientation to sworn and civilian employees.

Supervises the intake of all applications for firearms registration, concealed carry pistol licensing, and Law Enforcement Officers Safety Act (LEOSA) permitting.

Ensures that requests for criminal records/history and background checks are timely and accurately processed, verified, and that procedures are observed prior to entertaining requests and releasing records/documents.

Reviews applications and related paperwork to ensure accuracy and proper entry into registration databases and tracking systems.

Manages fingerprint investigative information and disseminates fingerprint files.

Provides information and guidance on application procedures and requirements to register or license items mandated by the District.

Responds to inquiries by telephone and mail; ensures staff comply with customer service standards and respond timely according to established timelines; resolves conflicts in interpretation of information and guidelines.

Reviews and distributes daily work, plans and prioritizes tasks, sets goals, and adjusts work priorities and office coverage.

Writes business memos, project and procurement requests, reports with statistical data, standard operating procedures, and similar documents.

Monitors requests to ensure compliance with timeframes and tracks all Section requests to avoid non-compliance.

Monitors public-facing records for accuracy and updates; oversees compliance with Court Orders such as sealing, expungements, set-asides, and related actions.

Ensures consistency in employee services to verify background checks for walk-in customers and that staff verify proof of identity at the counter.

Coordinates warrants of arrest with proper authorities and ensures accuracy of criminal arrest history reports and related data from law enforcement systems.

Ensures records retention schedules and archiving comply with federal, state, and District laws and regulations.

Responds to inquiries regarding laws and procedures governing local and national criminal background checks.

Evaluates operations and procedures of the Unit and recommends revisions.

Performs supervisory functions: assign, direct, and review staff work; manage leave and attendance; evaluate performance; handle hiring, promotions, disciplinary actions, and terminations; plan and coordinate work operations; provide coaching and staff development.

Performs other related duties as assigned.

Licensures, Certifications and Other Requirements Must possess and maintain a valid US driver’s license.

Education High School Diploma is required. Bachelor’s degree in data management or related field preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to the CS-09 grade level in the DC government or equivalent; experience supervising staff in data management, including digital fingerprinting and criminal background management, or related duties.

Demonstrated ability to communicate effectively and prepare and present reports and recommendations.

Understanding of and ability to apply applicable District, state, and federal laws related to law enforcement records and terminology.

Knowledge of IAFIS, WALES/NCIC, CJIS, NIBIN, Linx, and Cobalt systems.

Proficiency in Microsoft 365 and ability to learn agency-specific software and equipment.

Knowledge of DC criminal codes related to firearm registration and licensing.

Strong analytical, problem-solving, and customer service skills; ability to interact with diverse populations.

Ability to learn fingerprinting procedures and related systems.

Ability to learn to use WALES/NCIC and CJIS components to check applicants’ criminal history and dispositions.

Work Environment Work location is in an office environment. Position is sedentary and may require walking, standing during meetings, travel, and carrying light items; driving may be required.

Other Significant Factors

Position is Security Sensitive; pre-employment and periodic background checks apply.

Possible checks and tests include traffic record checks, drug and alcohol tests, consumer credit checks, and post-incident tests.

A background investigation including criminal history, traffic, and credit checks is required.

At-will employment in the Management Supervisory Service (MSS); not in a collective bargaining unit.
