Overview The Metropolitan Police Department (MPD) offers a comprehensive benefits package and a diverse, professional working environment in Washington, DC, the Nation’s Capital. Position and Division The position is in MPD, Technical & Analytical Services Bureau (TASB), Records Division. The Records Division maintains police records and provides background checks to the public, local government, and the criminal justice community. The incumbent conducts background investigations and processes court-ordered expungements, sealings, and set-asides of convictions.

Responsibilities

Independently conducts thorough background investigations for various Federal and District government entities, and for individuals applying for firearm registration or a concealed carry license.

Receives, documents, and processes payments for documentation requests.

Obtains and delivers subpoenas and FOIA requests to the appropriate authority.

Processes all litigation holds for records and updates for computerized criminal history records.

Reviews and deletes detention journals.

Processes court orders for expungements, sealings, and set-asides of a conviction.

Serves as computerized criminal history agency point of contact with the FBI.

Retrieves internal record requests from external storage sites.

Maintains confidentiality of all information.

Provides on-the-job instruction to new or less experienced civilian or sworn personnel.

Performs other related duties as assigned.

Tier 2 Functions The incumbent must be able to assume the role and responsibilities of all Tier 2 functions, including the following:

Receives and processes applications related to criminal history for employment, travel visas, and adoptions.

Receives and processes applications for firearm registration, concealed carry licenses, and the Law Enforcement Officers Safety Act.

Processes requests for offense, incident, and traffic crash reports.

Conducts thorough background investigations for various Federal and District government entities, and individuals applying for firearm registration or concealed carry license.

Performs data entry in various databases to maintain current and accurate information; makes edits and corrections as required.

Confirms AFIS gallery card information and arrest reports.

Prepares certified court documents and serves as clerk of record, including providing testimony as needed.

Ensures proper release of information to external law enforcement entities.

Receives requests for public documents and processes related inquiries; reviews insurance provider and other corporate entities’ monetary checks for submission to DC Treasury.

Proficiently uses relevant criminal justice applications (e.g., WALES, RMS, Columbo, JUSTIS, PRISM, Linx).

Qualifications

Comprehensive knowledge of DC Criminal Codes related to firearm registration and licensing.

Knowledge of the Criminal Record Sealing Act and Uniform Crime Reporting procedures.

Knowledge of MPD General Orders, Special Orders, Directives, and other departmental procedures.

Knowledge of Microsoft Office and MPD information systems.

Ability to operate a computer for data entry, searches, and printing.

Ability to provide excellent customer service to people of diverse backgrounds with tact, professionalism, and courtesy.

Education High school diploma or equivalent is required.

Work Experience Applicants must have at least one year of specialized experience equivalent to the CS-08 grade level (or its non-District equivalent), including customer service, understanding DC Criminal Codes for firearm registration and licensing, knowledge of related acts and procedures, and computer data-entry experience. Experience conducting background investigations is preferred. May be required to travel to DC Government agencies or approved vendors to process background applications.

Work Environment Work is performed in an office setting with periods of standing during applicant processing and sitting to review data. Some travel to DC Government agencies may be required.

Security: This position is security sensitive per DC regulations; various checks and tests may be required (e.g., drug/alcohol tests, background checks, credit checks, etc.).

The incumbent must possess and maintain a valid DC driver’s license.
