A vacancy exists in the Department of Recreation and Parks for a Recreation Community Programming Supervisor I – Special Events. Pay Schedule VI, Grade 26, Regular Schedule: 35 hours per week Definition of Responsibility
Manages and supports the operations of the Department of Special Events. Serves as a recreation supervisor by assisting the Community Supervisor II – Special Events and the Recreation Regional Coordinator with planning, organizing, and overseeing special events. Job Purpose
Under general supervision, coordinating logistics, supervising staff and volunteers, ensuring compliance with departmental policies, and supporting the successful delivery of high-quality recreational experiences for the community. Essential Job Duties
Develop and implement comprehensive county-wide special events and recreational programs that meet the diverse needs and interests of constituents. Plan, organize, and coordinate a variety of recreational and nature events, including site-based and community events, and participate in Departmental outreach. Collaborate with community organizations, recreation councils, and partners to enhance Special Event offerings and promote participation. Work with outside organizations, vendors, and partners to establish agreements, including vendor acknowledgments, performer agreements, Memoranda of Understanding (MOUs), and license agreements, as necessary to support events and programs. Drive trailers and UTVs, transport and set up special events tents and supplies, and perform site walk-throughs. Recruit vendors, exhibitors, and performers, and complete related event paperwork. Work collaboratively across all divisions of the Department, supporting programming in Special Events, Summer Camps, Therapeutic Recreation, Recreation Activity Centers, and Nature/Environmental/Agricultural initiatives. Recruit, train, supervise, and evaluate program coordinators, staff, and volunteers. Develop and manage budgets for special events and related programs, ensuring resources are allocated effectively and responsibly. Maintain and update program policies and procedures in compliance with safety regulations, departmental standards, and Baltimore County Government best practices. Conduct evaluations and assessments of program and event effectiveness; analyze results and recommend improvements. Assist the Department’s Marketing and Communications team to promote programs and special events through print, digital, and community outreach channels. Provide excellent customer service to participants, addressing inquiries, concerns, and feedback promptly and professionally. Foster a positive and inclusive environment that promotes teamwork, creativity, and personal growth among staff and participants. Stay current with trends and best practices in recreation, event management, and parks programming. Enter, track, and monitor programs and participant data using the Department’s registration software (CivicRec). Work a flexible schedule that regularly includes evenings, weekends, and holidays to oversee and support community events. Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in recreation and parks, physical education, business or public administration, behavioral or health sciences, education, or a closely related field. Preferred Experience
Two years of experience in program development and management, preferably in a recreation or nature setting. Knowledge, Skills, and Abilities
Knowledge of recreation and event principles, techniques, and trends Knowledge of the principles, practices, and theories related to planning, organizing, and implementing Department-wide special events and recreational and nature activities. Knowledge of the principles and practices of community recreation. Knowledge in computer applications related to program management and reporting. Knowledge of budgeting, financial management, and resource allocation. Effective communication and interpersonal skills, with the ability to interact with diverse groups of individuals. Strong leadership and supervisory skills, with the ability to motivate and inspire the team. Excellent organizational and time management abilities, with the capacity to prioritize tasks and meet deadlines. Ability to manage all aspects of special event operations, including logistics, staffing, budgeting, and evaluation. Ability to multitask and track relevant event information for multiple events and adapt to multi-event needs as they arise. Ability to manage a recreation center, park, or related facility. Ability to supervise, train, and evaluate staff. Ability to recruit, train, and guide volunteers. Ability to supervise the receipt and accounting of fees. Ability to forecast, collect, and prepare payroll and budget sheets. Ability to assist in the planning, organizing, and supervising of recreation and parks programs for a community. Ability to establish and maintain good working relationships with the public, other agencies, and co-workers. Ability to represent the department at meetings. Ability to work special events on occasion, including nights, weekends, and holidays, with advanced notice, and manage a variable work schedule. Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. CPR and First Aid Certification (or willingness to obtain) is preferred.
