The Department of Design and Construction seeks to hire a

Director of Capital Budget

within the Administration Division’s Public Building and Borough Based Jail Capital Budget Unit. The candidate will manage the agency’s $18.7 billion Capital Public Building and Borough Based Jails programs.

The Director will report to the Executive Director and will be responsible for:

Developing budget strategies to meet the agency's capital commitments.

Supervising Deputy Directors and providing guidance to the Capital team through project review processes.

Developing internal control protocols and budgeting procedures aligned with agency goals.

Monitoring agency performance to budget and developing streamlined business processes.

Tracking budgetary, programmatic, and structural changes; ensuring workload distribution aligns with agency objectives.

Drafting and reviewing SOPs, setting staff goals, and conducting performance evaluations.

Innovating and supporting new ideas and procedures to improve business processes.

Exploring tools and methods to increase efficiency and effectiveness, and implementing policy changes.

Developing metrics to monitor performance and adjusting processes accordingly.

Minimum Qualifications

A master's degree in relevant fields and two years of professional experience in budget or management roles, including 18 months in a supervisory capacity.

A bachelor's degree and four years of relevant experience, including supervisory experience.

An associate degree or 60 semester credits and six years of relevant experience, including supervisory experience.

A high school diploma and eight years of relevant experience, including supervisory experience.

A combination of education and experience as described, with college credits substituting for experience at a rate of 30 credits per year.

Preferred Skills

Experience managing large budgets, familiarity with FMS and city financial systems, and proficiency in Excel functions such as pivot tables, SUMIFs, VLOOKUPs, filters, and advanced formatting.
