The Department of Design and Construction seeks to hire a Director of Capital Budget to work within the Administration Division’s Public Building and Borough Based Jail Capital Budget Unit. The candidate will be responsible for managing the agency’s $18.7 billion Capital Public Building and Borough Base Jails programs.

The candidate will report to the Executive Director and responsible for the following tasks: Developing budget strategies for meeting the agency's capital commitments. Supervising Deputy Director, Supervisor and providing guidance to the Capital team as they shepherd projects through internal and external review processes. The Director develops internal control protocols and budgeting procedures to ensure that business processes are aligned with agency goals. On an ongoing basis the Director monitors agency performance to budget. The Director assists in the development and implementation of streamlined agency wide business processes including, but not limited to, Capital Planning Initiation and Certificate to Proceed.

Track budgetary, programmatic, and structural changes from plan to plan; monitor the workload of each budget unit ensuring work is distributed to maximize agency goals and objectives.

Draft and review SOPs. Develop annual goals and objectives for staff, complete annual performance evaluations for staff.

The successful candidate will innovate, promote and support new ideas and procedures that will improve business processes. Explore new tools and methods for increasing efficiency and effectiveness. Implement procedural and policy changes to improve operational efficiency; develop metrics to monitor cycle time performance. Analyze metrics to highlight trends in performance adjusting internal processes when needed to achieve metrics.

ADMINISTRATIVE STAFF ANALYST - 10026

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Preferred Skills

Experience with management of a large budget, FMS and the City’s financial and procurement systems. Proficiency in Excel, specifically in the following Excel functions: pivot tables, SUMIFs, v lookups, filters, and advanced formatting.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
