Position Overview
We are seeking a
Systems Analyst 3
with strong business data analysis expertise to support application and software development initiatives. This role requires the ability to analyze business requirements, translate them into clear, actionable system specifications, and collaborate with technical and non-technical stakeholders to ensure solutions align with organizational objectives.
The successful candidate will combine
data analysis, business process documentation, and requirements gathering
with the ability to write
Epics, User Stories, and acceptance criteria
in an Agile environment.
Key Responsibilities
Analyze business objectives, operational procedures, and problems to identify alternative solutions. Conduct studies and cost/benefit analyses to evaluate options for system improvements. Gather, document, and analyze user requirements, procedures, and current data flows. Write comprehensive business requirements, Epics, and User Stories (including acceptance criteria) for new systems or system enhancements. Document detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Evaluate system capabilities, specifications, and scheduling limitations to ensure feasibility. Collaborate with business stakeholders, product owners, developers, and QA teams to ensure alignment between requirements and system design. Create and maintain data documentation, including
data dictionaries, mapping specifications, and business requirement documents . Design and present visual data models, dashboards, and process workflows to communicate trends, performance, and project timelines. Facilitate workshops, lead interviews, and conduct stakeholder meetings to gather requirements and resolve data-related issues. Proactively identify opportunities for process and system improvements. Candidate Skills & Qualifications
Minimum Requirements
10+ years
of hands-on experience as a Business Data Analyst in the IT industry with strong analytical and documentation skills. 10+ years
collaborating with technical and non-technical teams to analyze complex data-driven business problems and recommend actionable solutions. 10+ years
designing and optimizing data workflows and management processes using modeling or mapping tools. 10+ years
writing Epics and User Stories with acceptance criteria for functional and non-functional requirements. 8+ years
creating and maintaining data-related documentation (data dictionaries, requirement documents, data mapping specifications). 8+ years
designing and presenting data models/dashboards to communicate trends and timelines. 8+ years
leading data-focused meetings and documenting outcomes to drive resolution. Preferred Qualifications
Bachelor's degree in Data Science, Computer Science, Information Systems, Business Analytics, or related field (or equivalent experience). 4+ years
multi-tasking experience managing multiple data projects concurrently. 3+ years
knowledge of eligibility rules for
SNAP, Medicaid, and TANF programs
with ability to interpret/apply state and federal guidelines. 3+ years
interpreting and applying policy within an
integrated eligibility case management system .
