Job Function Manages the daily operations of the Emergency Planning and Preparedness team. Responsible for assisting with developing, facilitating, and maintaining strategic initiatives through programs for the division. Develops training exercises, tabletop activities, and drills for each service territory. Deploys as part of a Mutual Assistance Advance Team or in other capacity, as needed.

Essential Functions

Emergency Preparedness Program Management

Ensures programs are maintained; metrics developed, recorded and reported; identifies best practices and procedures for program maintenance; develops needs and justification for projects supporting division programs; program budget planning & forecasting requirements.

Develops, maintains, implements, and updates, tracking mechanisms for current programs, new initiatives, and projects.

Develops, maintains, implements, and updates all occupational department policies, programs, procedures, guidelines, work rules, etc.

Directs the functions and activities of the Electrical Service Restoration Plan and the Emergency Response Assignment Policy.

Executes departmental preparedness protocols and advises on strategies for broader divisional and organization-wide implementation.

Incident Management and Department Management

Directs and administers all department personnel matters including setting and communicating performance standards, on-going coaching, training and development, evaluating performance, recognizing employee achievements, counseling, and initiating disciplinary action, where appropriate.

Ensures timely training in the various roles in the National Incident Management (NIMS) Electrical Service Restoration Plan and develops tabletop exercises and drills, as necessary.

Serves as the point of contact for various internal and external stakeholders who are participating in the exercises and drills.

Oversees completion of post-training activities, ensures timely and effective follow-up on Areas for Improvement (AFIs), tracks metrics and outcomes, and supports implementation efforts.

Emergency Response Business Acumen

Participates in various Federal, State, County, community, and business emergency response committees. Keeps abreast of government programs and policies. Participates in Western Region working group meetings, conference calls and on-site conferences.

Accident Reporting

Ensures staff adheres to roles and responsibilities in timely investigations of all accidents involving employees, public, equipment, and facilities. Prepares and/or directs the preparation of accident reports. Prepares and maintains case files for all general public and automobile accidents. Participates in litigation activities, as assigned, for general public and automobile accidents.

Participates in Company emergency response activities as assigned.

Qualifications

Knowledge

Operations experience in transmission and distribution, generation or emergency response.

First responder experience, preferred.

Knowledge of electrical utility emergency response, highly preferred.

Working knowledge of federal, state and local laws, regulations and procedures as related to department and company activities.

Detailed knowledge of personal computers and standard software applications such as Microsoft Office, SharePoint, SAP and Project Management software tools is highly desirable.

Budgeting and forecasting systems and procedures.

LEAN continuous improvement principles and best practices to achieve operational excellence.

SafeStart principles and best practices to achieve a safe workplace environment.

Skills

State of Hawaii driver’s license qualifications.

Experience

5+ years of utility, project management, operations and/or emergency response experience.

3-5 years demonstrated supervisory experience including budgeting, workforce planning, and analysis.
