Overview
The Self Governance Director leads the Snoqualmie Indian Tribe’s policy work related to Self-Governance functions and activities. This position serves as the primary contract with the Bureau of Indian Affairs, Department of Interior, and Indian Health Services among other Federal agencies with respect to Self-Governance Compacts. This position is responsible for advising the Snoqualmie Tribal Council and Executive Director regarding activities related to Self-Governance and other government-to-government activities and agreements. Responsibilities
Negotiate with cognizant Federal agencies to develop, ament, and maintain government-to-government Self Governance Compacts and agreements pursuant to 25 U.S.C., Chapter 46, Subchapters III, IV, and V; 23 U.S.C., Chapter 2 § 207; and any other Self-Governance Tribal compacting functions as may be codified by Federal Law. Reports to the Executive Director no less than quarterly working in collaboration with the Tribe’s Government Affairs Department identifying relevant Federal legislation, Federal committee activities, Federal agency rulemaking, and any other Tribal or Federal activities of significance to Tribal Self-Governance; provides recommendations regarding such activities; and prepares letters, arranges meetings, drafts agendas, speaks, provides presentations, or performs other appropriate activities in support and advancement of Tribal Self Governance policy as directed. Directs and has final responsibility for production and delivery of Self Governance Multi-Year Funding Agreements (“MFA”) and Annual Funding Agreements (“AFA”) and any interim modifications or amendments thereto. Develops and presents to the Executive Director and Tribal Council annually information related to compacted and non-compacted functions, including Identification of functions available to compact, recommendations regarding compacting of additional functions, description of the programmatic responsibilities of the Snoqualmie Tribe related to compacted functions including required and voluntary reporting and reporting on the performance of operational assigned responsibility for compacted functions. Directs and has final responsibility for the outcome of the Tribal Trust Evaluation. Directs the preparation of required Self Governance reporting, including but not limited to the FASSR, JOM, and Minimum Data Collection. Participates in and provides relevant data to inform the Tribe’s annual or multi-year indirect cost proposal, indirect cos negotiation, indirect cost agreement, and contract support cost recovery activities in coordination with the CFO (or designated staff). Prepare and present briefings, reports, and educational materials on self-governance issues to Tribal leadership, community members, and internal staff. Develop, review, and evaluate Self-Governance program strategies and tactics to make recommendations to advance Self-Governance department. Perform unforeseen compact related duties and responsibilities, as may be assigned by supervisor. Position Requirements
Must have a thorough comprehension of the financial, operational, technical, legal and political Self Governance landscape. Must have expertise and advanced comprehension in the field of Tribal Self Governance, including comprehensive knowledge of relevant statues, legislative activities, political activities, and Federal agency practice and rulemaking. Must possess strong interpersonal communication, written and verbal communication skills, demonstrate technical writing abilities and research skills. Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act (ISDEAA) and self-governance provisions. Possess the ability to perform all essential functions in a timely manner under minimal supervision. Be capable of drafting, editing, and reviewing highly technical documents of a legal, legislative, or rulemaking nature and interpreting and communicating the significance of specific provisions thereof. Be capable of advising leadership of strategic decision processes with clear communication of the relevant facts, options, and tradeoffs, including making appropriate recommendations and preparing and implementing action plans. Education & Experience
Bachelor’s degree in law, Political Science, Administration, or closely related field. Education Preferred: Master’s Degree or Doctorate in law, Political Science, Administration, or closely related field preferred. Experience Required: Five years’ experience in relevant fields, preferably in work related to Tribal Self Governance, Administration, Tribal Law, Lobbyist Activities or Tribal Affairs. Experience negotiating and managing federal compact agreements. Certifications/Licenses: Must have and maintain a valid Washington State driver’s license. Other Requirements: Must be able to pass a thorough pre-employment background investigation. Must agree to be subject to the Tribe’s Controlled Substance and Alcohol Testing Policy to include pre-employment screening. Work Environment
The work environment includes an office environment in a controlled atmosphere building, with a travel requirement of up to 15% of a given month using a GSA vehicle. Tribal Preference Policy
The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). Compensation will be determined based on experience and starts at $131,987.42 per year. This position is a full-time position and employment is at will. Location: Snoqualmie, WA, hybrid work arrangements may be possible in accordance with the tribe’s telecommute policy. After 90 days – 401k retirement plan with employer matching contributions up to 4%.
