The Office of Development (OOD) leads HPD’s effort to create and preserve affordable housing. The Division of Preservation Finance administers multiple financing programs, including HRP, PLP, HPO, CPAR, HUD MF, TPT, MPLP, Pillars, and LIHTC Portfolio Preservation. These programs support the financial and physical viability and affordability of privately-owned multifamily and single-family buildings in NYC. Your role supports the Division’s mission by overseeing capital-funded transactions, policy development, and program administration, including training and mentoring project management staff and assisting with Mitchell-Lama and HDFC cooperative buildings. Your Role

As Senior Project Manager, you will report to the Director and Deputy Director of the Moderate Rehabilitation and Stabilization Loan Programs and close on capital-funded transactions under the Multifamily Housing Rehabilitation Program. You will assist in program administration, develop resource materials, analyze policy recommendations, and help implement new policies. This position supports work with Mitchell-Lama and HDFC cooperative buildings and oversees rehabilitation loans for privately-owned multifamily buildings to improve living conditions and preserve affordable housing for low- and moderate-income households. Your Responsibilities

Manage intake, assessment, and underwriting of complex capitally funded projects, including resolving complex work-outs and challenges. Ensure timely completion of transactions. Prepare statistical and tracking reports. Onboard and train other project managers and Division staff, providing direct mentorship on projects. Develop Division resource materials, process improvements, and analyze policy recommendations; facilitate implementation of new policies. Coordinate with interagency partners and external parties to facilitate program goals and policies as directed. Contribute to other special projects as needed. Ideal candidates will have strong financial analysis skills (including financial modeling and financial statement analysis), be detail-oriented, able to independently manage multiple projects, and possess strong analytical, problem-solving, and negotiation abilities along with excellent written and verbal communication skills. Preferred Skills

Interest in community development, urban planning, affordable housing or real estate finance Knowledge of NYC affordable housing and private lending programs Experience working with small building owners or low-capacity borrowers At least 1 year of underwriting experience Advanced computer skills, especially Excel Ability to manage multiple tasks and set priorities in a fast-paced environment Strong interpersonal and communication skills; excellent writing and editing skills 2–3 years of applicable experience in a dynamic environment Minimum Qualifications

Baccalaureate degree and two years of related community work or activities; or High school diploma or equivalent and six years of related experience; or Equivalent education/experience with at least one year of related experience described in the first item. Public Service Information
