Position Overview: The Force Development Senior Operations Research Systems Analyst (ORSA) provides Army G-8 leadership with advanced analytical expertise to optimize force development, resourcing, and modernization strategies. Responsibilities include developing optimization models, conducting readiness and resourcing assessments, and leveraging tools such as R, SAS, Qlik, and Tableau to visualize results and inform senior leader decisions. By integrating analytical rigor with Army modernization priorities, the ORSA strengthens strategic planning, resource allocation, and overall operational effectiveness. Requirements and Acquisition Oversight: Apply JCIDS (AR 71-9, CJCSI 3170.01) and Defense Acquisition System (DoDI 5000.2) processes. Review and analyze Army and Joint requirements/acquisition documents (ICDs, A-CDDs, CDDs, ONS, BOIPs, ORDs, etc.). Prepare leadership with recommended positions and decision-support products for AROC, JROC, JCB, FCB, and other forums. Data Analysis and Business Intelligence: Extract and analyze data from Army systems (AE2S-M, CAMS, LAQA, ETR, LQA, cQUIP, AESIP, ECOP, FMSWeb, cPROBE). Build and employ Business Intelligence and automation tools (Power BI, Power Apps, SharePoint, Tableau, Qlik, MS 365). Apply optimization and modeling tools (R, SAS) for resourcing, modernization, readiness, and distribution analysis. Program and Resource Management: Support Army programming, budgeting, and execution (POM, PPBE, SPAR). Develop and present investment options, prioritize RDT&E and procurement resources, and validate AAO/APO requirements. Assess program funding impacts from PDMs and congressional marks and update allocation/distribution plans with ASC (LMI). Force Development and Modernization: Provide analysis, options, and recommendations on modernization priorities (ReARMM, MDO, AimPoint, NDS). Participate in TAA, FFR, AMEC, and ASRC processes to inform modernization strategies and resolve shortfalls. Support analysis and modeling for force modernization, equipment distribution, and readiness optimization. Leadership Support and Coordination: Provide senior leaders with timely EXSUMs, information papers, smart books, and program documentation (including four-hour responses when required). Coordinate with ASA(ALT), PMs, HQDA staff, ACOMs, and Joint organizations on equipping and modernization issues. Prepare briefing products and support decision forums (boards, councils, reviews). Advanced Analytics and Modeling: Develop statistical, predictive, and simulation-based models (e.g., regression, ANOVA, queuing theory, flow modeling). Collect and organize data from multiple sources, apply analytic techniques, and determine measures of effectiveness. Construct symbolic models of processes/systems and apply computational, mathematical, and statistical techniques to evaluate solutions. Use predictive modeling, cost analysis, and business reengineering/IDEF modeling to solve complex resourcing and modernization problems. Strategic Communication and Documentation: Produce decision-support briefings, budget justification documents, and strategic communication plans. Maintain situational awareness of assigned programs and report funding, readiness, and equipping status to leadership. Conduct quality reviews of program materials to ensure accuracy and clarity for senior decision-makers. Minimum Qualifications: Bachelor's degree in operations research, applied mathematics statistics, engineering (Systems or Industrial), or computer science. A minimum of four (4) years ORSA experience. Secret Clearance required. Ability to demonstrate knowledge and experience in identifying and solving real-world problems in areas such as capital investment, decision analysis supporting a business unit, system design and engineering, linear and non-linear programming, and trend/predictive analysis. Interdisciplinary skill set of PPBE, DOD acquisition processes and procedures (DoDI 5000.2) as well as expertise with materiel and /or force structure requirements development and validation (JCIDS). Desired Qualifications: Understanding and/or completion of the following: HTAR; RQM 1010/ CLR 101; RQM 1100 series / RQM 110; RQM 3100/310; CLR 151; RQM 2500/CLR 250; RQM 2520/CLR 252; Certified in related field.
