Sr Budget Analyst/Site Lead with Security Clearance
USmax Corporation is seeking a Senior Budget Analyst/Site Lead to provide leadership and budget analysis expertise for our DoD customer\'s training support services contract in Santa Barbara County, CA. This dual role position serves as the on-site team leader while also providing expert budget analysis services in support of the customer\'s mission. The ideal candidate will possess extensive experience with DoD financial management systems, PPBE processes, and demonstrated leadership capabilities. Duties and Responsibilities
Serve as primary on-site point of contact between USmax and government leadership Lead and supervise a team of 3-4 on-site contractor personnel Ensure all contract deliverables meet quality standards and deadlines Coordinate resources and personnel to meet mission requirements Implement quality control processes for all work products Conduct regular performance reviews and provide professional development guidance Facilitate communication between the government and contractor teams Identify and mitigate risks to contract performance Ensure compliance with all applicable policies, procedures, and security requirements Lead the development and implementation of the contract transition plan Lead preparation of funding products supporting Program, Planning, Budget and Execution (PPBE) process and Program Objective Memo (POM) cycle Develop, train, brief, integrate, and analyze various phases of PPBE Prepare weekly budget execution updates including status of operational budgets, TDY funds, contract fees, and unfunded requests Track and report obligations and expenditures Support government personnel in financial analysis and decision-making Prepare unfunded requirements documentation for review, prioritization, and approval Develop weekly funds status reports with financial metrics and trends Compare expenditure and obligation baselines against targets Compare government personnel records with accounting records Support Government C/O/E Reconciliation processes Required Qualifications
Bachelor\'s degree in Accounting, Finance, Business Administration, or related field 7+ years of DoD budget analysis experience Demonstrated experience with PPBE processes and POM cycles Proficiency with DoD financial management systems such as DEAMS, CCaR, CRIS, and FM-Suite Experience preparing budget documentation, analyses, and briefings Strong knowledge of federal financial regulations and policies Excellent leadership and team management skills Strong analytical and problem-solving abilities Experience with Microsoft Office Suite, particularly Excel and PowerPoint Excellent written and verbal communication skills U.S. Citizenship (required for security clearance) Ability to obtain a favorably adjudicated National Agency Check (NAC) Preferred Experience
Active Secret security clearance Prior experience with military financial processes Experience at DoD installations in California Project Management Professional (PMP) certification DoD Financial Management Certification Level II or higher Master\'s degree in relevant field Experience leading contract transitions Prior supervisory experience in a federal contract environment Required Education
Bachelor\'s degree in Accounting, Finance, Business Administration, or related field Physical Requirements
Ability to remain in a stationary position for extended periods Regularly operate a computer and other office equipment Occasionally transport files and materials up to 15 pounds Work is performed in an office setting with normal ranges of temperature and humidity Security Clearance Requirements
