Position summary While prioritizing Safety and Quality, the Manager of Procurement supports the PSA Airlines organization with a primary focus on the Maintenance Organization. You will oversee procurement and purchasing across the spectrum, with emphasis on aircraft components, tooling, GSE, and training materials. You will lead a team of Procurement Analysts and AOG Expeditors to ensure serviceable inventory for overnight maintenance and AOG (aircraft on ground) situations, manage immediate purchases, and move parts to recover grounded aircraft. You will develop vendor management, RFPs/RFQs, KPI metrics, asset visibility, lead-time management, and ensure on-time departures within safety constraints.
Job responsibilities
Manage Procurement Analysts and AOG team in daily purchasing activities and AOG parts handling.
Oversee vendor selection and proposal analysis with maintenance and finance stakeholders.
Mentor and coach team members; support succession planning.
Track and manage AOG and IOR situations to maintain 24/7 awareness of open cases.
Coordinate department scheduling for 24/7/365 AOG coverage.
Collaborate with Quality Assurance to ensure compliance with FAA requirements and the AVL.
Lead global procurement strategy for all business units including Flight Ops, Ops Planning & Performance, HR, Marketing, Safety, and Maintenance.
Source new partners to drive cost savings, reliability, and lead-time improvements.
Utilize Tableau and data mining to design dashboards and drive improvement actions.
Negotiate vendor agreements, terms, pricing, and contact arrangements.
Maintain relationships with vendors and address production issues and risks.
Work with Finance on financial analysis and responses to RFPs/RFQs.
Serve as SME for Maintenix implementation and ERP system stability.
Drive continuous improvement to increase cost savings and efficiency.
Engage leadership and present purchasing plans to Senior Leadership, up to the President.
Manage operating and capital budgets and coordinate forecasting with Finance.
Maintain responsibility for the Company’s Security and Safety Management System (SMS) outputs.
Perform other duties as assigned.
Position specifics Required qualifications
High School Diploma or equivalent
2–3 years of aviation experience, preferably in a supervisory role
Experience in attracting, selecting, and developing technical teams
Proven ability to manage multiple vendors
Strong technical consulting, customer service, and communication skills
Ability to handle operational issues with escalation and crisis management
Experience in contract development and negotiations
Budgets, forecasting, and operational expense experience
Strategic thinking and leadership with relationship management
Experience managing resources across multiple projects
Experience leading multi-discipline teams
Strong problem solving, presentation, and analytical skills
Ability to plan requirements 3–5 years in advance
Ability to lead teams across multiple platforms and environments
Group conflict resolution and collaboration skills
Goal-oriented and a team player
Excellent oral and written communication; ability to lead technical and non-technical discussions
Ability to make decisions, monitor progress, and report results
Strong planning/organization and quick decision-making
Ability to work with onshore and offshore resources
English language proficiency (reading/writing/speaking)
Authorized to work in the U.S. if hired
Preferred qualifications
Bachelor’s degree in Business, Supply Chain, Engineering, Operations Management, Aviation Management, or related field
Airframe and Powerplant License
Experience creating and tracking annual budgets
Additional information
Delegation: In absence, responsibilities delegated to Director of Stores and Supply Chain Operations.
Authorities: None
Supervisory responsibility: This is a supervisory position.
Work Environment: Professional office environment; standard office equipment used.
Physical Demands: Sedentary role with occasional standing, walking, stairs, lifting up to 25 lbs.
Security Clearance: Fingerprint-based CHRC and pre-employment drug screen required.
