Distinguishing Features of the Class An incumbent to a position in this class is solely responsible for plant operations and maintenance including heating, ventilation, sanitation, cleanliness, safety and the maintenance of grounds, playgrounds and athletic fields. Responsibilities shall also include the management and implementation of the district wide energy management system. Work is performed in an efficient and economical manner relative to the operation, maintenance and repair of plant operation. Immediate supervision is received from the Chief Operating Officer or designee; however, the incumbent must exercise considerable leeway in the use of independent judgment in making certain work is being performed. Supervision is exercised over stationary engineers, heating equipment workers, custodial inspectors and other personnel assigned. A normal line break has been preserved as a single line within the paragraph.

Typical Work Activities

Supervises all cleaning and custodial activities and applies the use of “green” cleaning technology, equipment, materials, and cleaning agents

schedules work assignments for staff personnel

Oversees all maintenance and repair work on boilers and related heating and/or electrical equipment, including elevators and grounds equipment

Oversees and plans the training of all building engineers and support staff on the district-wide energy management for the control of boilers, ventilation systems, and lighting systems

coordinates with outside vendor to establish training programs for staff in the use of the computer-driven energy management system

Advises stationary engineers regarding the operation of heating plant and auxiliary equipment

works with outside vendors and suppliers to assure proper training of all boiler operators on the latest boiler technology and operation of new boiler systems

Works closely with the Director of Building Health and Safety and Senior Chemist to ensure chemical treatment programs for boilers, pools, and air conditioning equipment are in place and fully compliant with all regulatory agencies

Coordinates and consults with vendors for repair jobs in emergencies

Works with security staff and School engineers in instances of school break-ins

Prepares all budget estimates relating to plant operations including engineer-custodian salary and contracts, janitorial supplies and equipment, burner maintenance service and elevator maintenance service, grounds maintenance and equipment

checks monthly operating reports for excessive costs and investigates unusual situations

Coordinates all school moves and operating group relocation

works with internal staff and temporary personnel to facilitate district relocation

Reviews all accident reports received from engineers to determine seriousness

Prepares and maintains records and report son all related issues o f plant operations, maintenance, security, accidents, etc.

Schedules the use of school facilities and district athletic fields

Performs related duties as required.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics

Thorough knowledge of the modern principals, practices, tools and equipment used in the maintenance and repair of boilers and related heating and/or electrical equipment

Thorough knowledge of “green” cleaning technology, methods, equipment, materials and cleaning agents

Comprehensive knowledge of energy management applications, boiler, lighting, ventilation and air conditioning

Ability to operate a PC in the use of application programs that may include the development of budgets, tracking of work orders, expenditures and management of the energy management system

Ability to organize, direct, and coordinate work of others

Ability to develop and maintain cooperative relationships with subordinates and school officials

Tact; courtesy; good judgment

Physical condition commensurate with the duties of the position.

Minimum Qualifications Promotional

Continuous and permanent status in the Buffalo Board of Education as a Custodial Inspector-Engineer or Supervising Plant Engineer for 3 years

Open Competitive

(A) Associate’s Degree from an accredited college or university in the Building Management and Maintenance or a closely related field and five years of full-time experience in plant operations and maintenance, three years of which must have been in a supervisory capacity (B) Graduation from High School, GED or Equivalency Diploma and seven years of full-time experience in plant operations and maintenance, three years of which must have been in a supervisory capacity (C) An equivalent combination of the foregoing as defined within the limits of A and B. Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of appointment.

Special Requirement for both Promotional and Open Competitive

Applicants must posses a current Chief Stationary Engineer’s License issued by the City of Buffalo in accordance with the City Ordinances and must be presented at time of appointment.
