DISTINGUISHING FEATURES OF THE CLASS An incumbent to a position in this class performs difficult and responsible clerical personnel work in connection with procedures in certification, eligibility, examination and maintenance of eligible lists and the processing of candidates. This position requires good relations with people, accuracy in records and procedures and is important in the day-to-day functions of the department. Work is carried out according to prescribed procedures and detailed instructions, however, incumbents must often exercise considerable independent judgment in completing specific assignments and in dealing with personnel. Supervision is exercised over clerical personnel assigned. TYPICAL WORK ACTIVITIES

P erforms difficult and responsible personnel work in connection with procedures in certification, eligibility, and examination

maintains all records, data, and eligible lists relative to civil service examinations

notifies candidates for medical examination and investigation

canvases individuals to determine interest in vacant positions

Performs preliminary screening of applications, transcripts, experience, and certification of individuals

maintains personnel files concerning individuals applying for positions and completing examinations

Answers correspondence and other inquiries where policies are well established

Prepares and maintains seniority lists for various civil service groups

Receives and answers telephone calls, takes messages, and refers callers to appropriate individuals whenever necessary

Opens mail and distributes it to employees

Prepares special items for the Board of Education meetings, such as completion of probationary terms, appointments from eligible lists (temporary/permanent)

compiles lists of names of administrators to the Board of Education for permanent appointments

maintains a current file recording information during the appropriate probationary period

Records all employee accident reports on teachers and aides and refers claims to the compensation office, along with any bills and doctor's statements

Assists representatives from the Buffalo Teachers' Federation in reviewing teacher files and permanent record cards

Assists teachers and administrators in reviewing their files

Posts recruitment bulletins and receives applications for positions

acknowledges receipt of application and follows through on completion of necessary forms

maintains a file for reference to appropriate department heads

Verifies employment of teachers, administrators, and personnel

Maintains and updates personnel records and files for the Board of Education

Prepares reports as required

Performs related duties as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices of public personnel administration

Good knowledge of the rules, regulations and policies of the agency

Working knowledge of the principles and practices of interviewing and employee counseling

Ability to research and compile data

Ability to understand and interpret written material

Ability to express oneself both orally and in writing

Ability to supervise the work of others

Ability to get along well with others

Ability to be trained in the operation of a Personal Computer and related equipment in the use of application programs

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS Promotional Continuous and permanent status in any city department as an Administrative Assistant, Associate Account Clerk, Legal Secretary, Principal Clerk, Senior Account Clerk, Senior Account Clerk-Stenographer, Senior Account Clerk-Typist, Senior Clerk, Senior Stenographer, Senior Typist, School Clerk, and Supervising School Clerk for one year. Note: Candidates will only be allowed to participate in an exam and be approved or certified for appointment to departments where the rate of pay for Senior Personnel Clerk is at a higher rate of pay than their current position, even if their title is listed above. Open Competitive (A) Bachelor’s Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, and one year of full time clerical experience OR (B) Associate degree from a college, university, or business institute accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, and three years of full-time clerical experience OR (C) Graduation from High School, GED or Equivalency Diploma, and five years of full-time clerical experience OR (D) An equivalent combination as defined within the limits of A through C. NOTE: Verifiable part-time experience will be prorated to meet the full-time experience requirement. (Proof of education must be presented at the time of appointment.)
