General Description of Position The Procurement Specialist is responsible for sourcing, purchasing, and managing the supply of raw materials, components, and equipment needed for production. The position identifies reliable suppliers, negotiates contracts, ensures timely deliveries, and maintains cost efficiency while adhering to quality standards. Oversees bidding processes and negotiates and awards contracts. Responsible for the negotiation of large contracts of +$1 million. Evaluates new strategies, work processes and procedures. Locates and evaluates suppliers, forecasts and reports procurement trends, negotiates, and administrates contracts. Participates in establishing strategies for assurance of supply and for significant cost reductions. Requirements
Requirements Bachelor's degree in related field AND 7+ years of buying experience; OR 10 years of buying experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. APICS CSCP or ISM CPSM certification preferred. Travel may be up to 10%. Excellent written and verbal communication skills in Japanese and English with negotiating skills required. Ability to resolve invoice discrepancy, prevent delay payment by working with supplier and internal customers. Deep knowledge of 2 or 3 commodities (e.g., raw materials, custom-made metal components, capital equipment, chemical, tooling and contract services). Understanding of market situation and purchasing environment and ability to implement effective purchasing strategies for stable supply and cost reduction. Must have CSR and regulatory compliance knowledge. Computer literacy with MS; SAP experience preferred. Ability to make quick decisions and take proactive/flexible actions to resolve problems. Attention to detail is critical. Essential Duties and Responsibilities
Participates in the development and modification of purchasing policies and procedures; monitors activities to ensure compliance; makes recommendations for changes and improvements. Conducts cost analysis and process improvement. Mitigates supply chain risks by developing alternative sourcing strategies. Provides management reports on spend analysis and supplier performance. Focuses on supplier management, cost reduction, and process optimization. Resolves invoice discrepancies and prevents delayed payments by working with suppliers, the accounting department, and internal customers. Attains and develops long-term relationships with suppliers, including supplier recruitment and evaluations. Authority in supplier selection and negotiations. Develops contingency plans and alternative sourcing strategies. Usually receives limited instruction on day-to-day work; understands the Procurement to Payment process. Must be fluent in Japanese if supporting operations for KC in Japan. Travel approximately 10% is required. May perform other related duties as required or assigned.
