Seattle Department of Transportation . SDOT is seeking a two-year, Term-Limited Temporary Senior Transportation Planner to manage, develop, and expand the Employer Shuttles Program. This program provides a regulatory structure to ensure employer-provided shuttles complement Seattle’s transit network by permitting shuttle operations along specific routes and at shared transit stops and shuttle load zones throughout the city. The role involves active management, permitting and compliance, and program management, with a pilot expansion to allow approved employer-provided shuttles to travel in select transit priority lanes in Seattle. The position will lead transit planning analyses, data collection, and the production of related communications and documents (policy briefs, maps, presentations, reports, job aids, and other materials), and will oversee traffic and air quality assessments. The role also requires building strong relationships with SDOT divisions, transit agency partners, shuttle providers, employers, and community stakeholders. The ideal candidate is proactive, collaborative, organized, and detail-oriented.

Responsibilities

Serve as a subject matter expert for employer shuttles and transit priority lanes; analyze transit performance, operations, curb space management, and transportation demand management. Manage SDOT’s Shuttle Route Permit portal; respond to requests from employers and shuttle service providers. Coordinate with King County Metro, shuttle providers, employers, and SDOT teams; exercise independent judgment to advance solutions to complex challenges. Act as SDOT’s transit technical lead for pilot expansion of the Employer Shuttles Program. Develop and implement an Employer Shuttles Program education plan for parking enforcement officers and other authorities. Conduct external engagement and customer support for the Employer Shuttles Program; coordinate with consultants and respond to inquiries. Develop and monitor work plans, technical analyses, and consultant products. Provide analysis of transportation systems and policies: identify problems, evaluate alternatives, recommend policies, and monitor implementation. Support department goals in diversity and social justice, climate action, safer streets, and stewardship of public assets and rights-of-way. Other duties as assigned.

Qualifications

Minimum Qualifications:

Requires a minimum of three years of transportation planning or development experience A Bachelor's Degree in Engineering, Transportation Planning, Urban Planning, or a related field OR an equivalent combination of education and experience that demonstrates the ability to perform the position duties Though not required, strong candidates may have some of the following experience or comparable qualifications: Experience with SEPA reviews related to policy or regulatory changes Experience leading development of Director’s Rules and Seattle Municipal Code changes Experience with Mobility Data Specification (MDS) and standardizing shuttle data Technical understanding of GTFS and integrating real-time GTFS Experience with the City’s Seattle Services Portal and back-end Accela permits Experience with SDOT’s CTR and TMP guidelines, and TDM principles Advanced Excel and Microsoft Suite skills Ability to work in a hybrid environment Collaborative mindset, proactive communication, and adaptability Graduate degree in a related field is a plus Ability to prioritize tasks in a dynamic environment Ability to work effectively with diverse teams

Compensation and Benefits

The full salary for this position is $58.45 - $67.95 per hour. The City of Seattle offers a comprehensive benefits package including vacation, holiday, and sick leave and medical, dental, vision, life and long-term disability insurance for employees and dependents.
