City of Seattle
Overview
Join us in shaping Seattle’s streets! At the Seattle Department of Transportation (SDOT), we connect communities, build safer streets, and create a more sustainable city. We’re tackling big challenges: making travel safer, cutting carbon emissions, and ensuring reliable, affordable transportation for everyone. Seattle is growing fast, and we’re growing with it. A historic voter-approved $1.55 billion investment in transportation in 2024 supports building sidewalks, fixing bridges, and improving transit connections. We’re a team of problem solvers, planners, engineers, communicators, and field crews bringing purpose-driven work to life. We’re seeking passionate, innovative talent to join us in building a Seattle that works for everyone—together. SDOT is excited to announce a new job opportunity with our Transit and Mobility Division’s Transit Service & Strategy team. We are seeking candidates for a two-year, Term-Limited Temporary Senior Transportation Planner position to manage, develop, and expand SDOT’s Employer Shuttles Program. This program provides a regulatory structure to ensure employer-provided shuttles complement Seattle’s transit network by permitting shuttle operations along specific routes and at shared transit stops and shuttle load zones throughout the city. The shuttles reduce drive-alone commuting, lower greenhouse gas emissions, and fill gaps in the public transit network that affect employee commutes. The role will actively manage and improve the current Employer Shuttle Program, including permitting, compliance, and program management processes, and will oversee a pilot expansion to allow approved employer-provided shuttles to travel in select transit priority lanes in Seattle. Responsibilities
Serve as a subject matter expert for SDOT regarding employer shuttles and transit priority lanes. Analysis areas include transit performance, transit operations, curb space management, and transportation demand management.
Manage the Shuttle Route Permit portal, responding to requests from employers and shuttle service providers wishing to operate in Seattle.
Coordinate with King County Metro, shuttle providers, employers, and SDOT teams (Curbside Management, Transportation Operations) to advance solutions to complex challenges.
Act as SDOT’s transit technical lead in the development, oversight, and evaluation of a pilot expansion of the Employer Shuttles Program.
Develop and implement an Employer Shuttles Program education plan for parking enforcement officers and other enforcement authorities.
Conduct external engagement and customer support related to the Employer Shuttles Program. Coordinate with consultants and respond to inquiries by explaining policies or investigating issues.
Develop and monitor work plans, technical analyses, and consultant work products.
Provide analysis of existing transportation systems and policies, identify problems and potential solutions, evaluate alternatives, and monitor implementation of proposed solutions.
Support department goals in promoting diversity and social justice, climate actions to reduce transportation emissions, safer streets, and stewardship of public assets and rights-of-way.
Other duties as assigned.
Minimum Qualifications
Requires a minimum of three years of transportation planning or development experience AND
A Bachelor's Degree in Engineering, Transportation Planning, Urban Planning, or a related field.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties. Though not required, strong candidates will have some of the following experience or can describe comparable experience: Experience participating in a State Environmental Policy Act (SEPA) review process related to policy or regulatory changes.
Experience leading the development of Director’s Rules and Seattle Municipal Code changes.
