The Sacramento Housing and Redevelopment Agency (SHRA) is looking for a Program Manager - Procurement and Contracts to lead a talented team and help fulfill our mission of Changing Lives. As a key member of our Administration department, the ideal candidate will have strong interpersonal skills, proficiency in coaching, leadership, and a passion for the Agency's mission. This position is Full-Time - In Office in Sacramento, CA. The Agency operates on a 9-8-80 Work Schedule with every other Friday off to support work-life balance. Position Summary
The Procurement and Contracts Program Manager supervises and directs the work of the Agency's Bidding and Procurement Unit; coordinates with design and construction teams and other units; and provides excellent customer service to internal and external clients. The role has primary responsibility for managing the Agency's contract database, tracking supplier performance and contract compliance, and ensuring all contracts and related agreements comply with applicable laws and regulations. Responsibilities
Procurement Services: develop and implement department goals and procedures; maintain contract service files; present innovative procurement methods; assist in budget preparation and administration; determine procurement needs across Agency departments; standardize processes; advise on procurement documents and policies; update and interpret procurement policies; consult with HUD and other agencies as needed. Develop procurement procedures manuals and staff training; maintain procurement policies and procedures; oversee requisition review for completeness; advise on buying standards and supplier sources. Prepare reports related to procurement responsibilities, including HUD M/WBE Section 3 annual reports; develop standardized solicitation and bidding documents; manage varied solicitation forms (RFP, RFQ, ITB, etc.). Direct procurement staff efforts to identify multiple supplier sources; create streamlined methods for obtaining goods/services; review sole source or emergency procurements. Maintain contract and PO files; coordinate public records requests; promote use of M/WBEs, small businesses, and HUD Section 3 businesses; represent SHRA at local purchasing events; work with associations to identify vendors; provide training on government contracting. Labor Compliance
Monitor and enforce prevailing wages for construction workers; conduct field interviews and payroll reviews; investigate potential fraud and underpayments; coordinate wage information requests with HUD; ensure audit-ready compliance; prepare Semi-Annual Labor Standards Enforcement reports to HUD. Manage contracting/purchasing to ensure compliance with laws; establish internal controls; liaise with auditors (HUD, I.G., DIR) and respond to audit findings. Contract Management
Develop solicitations; liaise between vendors and department users to resolve contractual issues; manage the agency’s contract portfolio and ensure cost, service, and quality standards are met. Organize and track all contracts and related documents; oversee contract execution; ensure insurance and bonds requirements are met; stay informed on market conditions and procurement policies; update policy as needed to reflect legal changes. Interpret and disseminate state, federal, and local regulations; coordinate with General Counsel; maintain compliance documentation; liaise with other government agencies; review legislation for impact on procurement; resolve contract-related complaints, claims, and protests. Ensure staff adherence to procurement procedures and contract management practices. Education and Experience
Bachelor's degree in business, finance, or related field. 6 years of related experience with public sector procurement. Familiarity with HUD procurement regulations and federal/state/local compliance. CPPO certification highly desirable. Managerial Experience
Minimum 2 years of managerial experience. Supervisory experience overseeing procurement or contract administration teams. Licenses and Certifications
California Driver License with driving record acceptable to the Agency. Agency Management and Staff Oversight
Program Managers support agency-wide objectives and cross-department collaboration, participate in long-range planning, model the Agency's service standards, and supervise staff with accountability for performance objectives and training. Other Duties
