Program Manager - Procurement and Contracts

As a key member of our Housing Choice Voucher department, the ideal candidate will have excellent interpersonal skills, proficiency in coaching, leadership, and a passion for SHRA's mission. This position is Full-Time - In Office in Sacramento, CA.

Responsibilities

The Procurement and Contracts Program Manager supervises and directs the work of the Agency's Bidding and Procurement Unit; coordinates with design and construction teams and other functional units; and provides excellent customer service to internal and external clients. Primary responsibility for managing the Agency's contract database including tracking and communication of supplier performance and contract compliance. The incumbent ensures that all contracts and related agreements comply with federal, state, city, local, Agency and other laws, regulations, rules, directives and procedures. Procurement Services

Develop and implement the department's goals and objectives, policies and procedures for procurement services; maintain contract service files and records; present innovative methods for efficient procurement. Assist in preparation and administration of the department's annual budget. Determine procurement needs and areas of standardization; coordinate services with other Agency departments. Assist in recommending and establishing procurement documents, processes and procedures; resolve purchasing problems; implement improvements to procedures and policies. Develop procurement procedure manuals and process guides; train staff in procurement procedures. Maintain, update, and interpret SHRA's procurement policies; consult with HUD and other federal agencies as needed. Establish procedures to review requisitions for supplies, materials, equipment, and services for completeness. Advise staff on buying standards, sources, and timeliness. Prepare reports related to procurement responsibilities, including HUD M/WBE and Section 3 reports. Develop standardized solicitation documents and procedures to ensure a transparent, open, and fair process. Direct staff efforts to identify and maintain multiple supplier sources. Develop streamlined methods for acquiring goods/services, including blanket contracts and intergovernmental agreements. Review and approve justifications for sole source or emergency procurements. Maintain and manage contract and purchase order files; coordinate records retention and public records requests. Encourage utilization of M/WBEs, small businesses, and HUD Section 3 businesses; represent SHRA at local purchasing and minority expos; coordinate with professional associations to identify M/WBEs and small businesses; provide training in government contracting to assist M/WBEs and small businesses.

Labor Compliance

Monitor and enforce prevailing wages on SHRA projects; conduct field interviews; review payrolls; investigate potential fraud and underpayments fairly and accurately. Coordinate prevailing wage information requests with HUD and SHRA; coordinate investigations with HUD, DOL, and DIR; ensure audits meet standards. Manage contracting and purchasing to ensure compliance with laws/regulations; maintain internal controls to prevent abuse and fraud. Serve as primary SHRA contact on contracting/purchasing issues with HUD offices and other auditors; respond to audit findings and negotiate when appropriate.

Contract Management

Develop solicitations (RFPs, RFQs, Invitations to Bid); act as liaison between vendors and department users to resolve issues. Manage the portfolio of contracts, providing leadership for contract administration, compliance, and database functions; ensure cost, service, and quality requirements are met. Organize, maintain, and electronically track all contracts and related documents; oversee contracts from assignment to completion and proper execution. Assist in drafting and reviewing contracts for completeness and compliance with SHRA policies; monitor insurance and bonds; stay informed of market conditions and regulatory changes. Proactively update policies to align with state/federal changes; interpret and disseminate regulations in collaboration with General Counsel. Update documentation on compliance; liaise with other agencies on contract issues; review pending legislation for impact on SHRA projects and contracting practices. Coordinate, hear, and resolve complaints, claims, and protests related to contracts; ensure staff follow procurement procedures.

Education and Experience

Bachelor's degree in business, finance, or related fields is preferred 6 years related experience with public sector procurement Familiarity with HUD procurement regulations and compliance preferred Certified Public Purchasing Officer (CPPO) highly desirable

Managerial Experience

Minimum 2 years managerial experience Supervisory experience overseeing procurement or contract administration teams

Licenses and Certificates

Must possess and maintain an applicable California Driver License and a driving record acceptable to the Agency’s insurance carrier.

Agency Management and Staff Supervision

Program Managers support agency-wide objectives, cross-department projects, strategic planning, and budget processes. They model the agency’s service orientation and ensure accountability across departments. Supervisory duties include new employee orientation and training, ensuring staff have necessary tools, monitoring productivity, and providing ongoing feedback and performance objectives.
