Overview
Internal State Government Posting – Open to current permanent and temporary NC State Government and/or University employees or layoff candidates with State eligibility for reemployment per G.S. 126. This position includes a sign-on bonus for eligible candidates.
Compensation and Location Sign-on Bonus:
A sign-on bonus of $2,500 is offered for eligible candidates. Payout is contingent on funding availability. See eligibility at the provided policy page.
Location:
121 West Jones Street, 2nd Floor, Raleigh, NC 27601. This position is eligible for a hybrid telework schedule (minimum of 2 eight-hour days on-site per week) in accordance with the state Teleworking Program Policy. Teleworking agreements may be ended at any time at the employer’s discretion.

Primary Purpose of the Position The Division HR Manager is responsible for delivering a full scope of human resources services for the Division of Parks and Recreation. This position reports to the Assistant HR Director for Divisions.
Management Prefers:
Bachelor’s degree (or related field) with at least 4 years in HR, including lead experience, plus relevant HR knowledge in core areas. See Education/Experience section for details.
Responsibilities
Provide technical and consultative HR services across multiple functional areas, including: Policy Interpretation, Salary Administration, Recruitment/Selection, Benefits, Time and Leave, Classification/Job Evaluation, Employee Relations, Disciplinary Actions, and Performance Management.
Supervise and act as a business partner in the creation and implementation of HR initiatives.
Plan and process improvements to support business direction and HR needs of supported divisions.
Manage and serve on project teams as assigned.
Serve as HR Partner to the Division as a member of Executive leadership, supporting Division initiatives.
Position/Physical Requirements
Typical work schedule: Monday–Friday, 8:00 am–5:00 pm, Flexible, Hybrid.
Qualifications and Experience

Management Prefers: Knowledge of HR principles and practices; OSC Integrated HR-Payroll System experience; ability to lead and supervise HR professionals; problem analysis and resolution; negotiation skills.

Bachelor’s degree in HR or related field plus at least 4 years of HR experience and some HR lead experience; or equivalent combination of education and experience.
