Overview
Deputy Chief Division of Comprehensive Health Services — State of North Carolina. This Human Services Division Director III position is located in Randall building DAC office. Exempt - Managerial. Responsibilities
Clinical Program Administration: Provide oversight and administration for assigned clinical programs, including Quality Assurance/Improvement, Clinical Informatics, Health Records, HIPAA/HIEA Compliance, Program Management, and Business Operations (HR, Accounting, Purchasing, Medicaid, and Contracting). Staff Supervision: Supervise and manage professional and administrative staff at various levels within assigned areas. Strategic Planning & Decision-Making: Participate in strategic planning, contribute to the healthcare system's overall direction, and participate in key decision-making processes. Policy & Procedure Development: Collaborate with the Chief and Division Heads to develop and implement agency-wide policies and procedures. Daily Operations Management: Oversee the daily operations of healthcare facilities or specific departments to ensure smooth functioning. Human Resources Management: Assist with staff recruitment, training, and performance evaluations. Budget & Financial Management: Develop, monitor, and manage budgets, ensuring effective resource allocation. This includes overseeing fiscal matters related to patient care, pharmacy, and laboratory services, and improving the efficiency of the unit's budget. Compliance & Accreditation: Ensure institutional compliance with external accrediting organizations and adherence to all relevant healthcare laws and regulations, including HIPAA. Health Information Systems: Assist with the implementation and management of systems for patient records and healthcare data. Qualifications
Master's degree in a discipline relative to the program, business, or public administration from an appropriately accredited institution and seven years of managerial or supervisory experience in a closely related programmatic area. (OR) Bachelor’s degree as indicated above from an appropriately accredited institution and nine years of experience in a closely related program, eight of which must be managerial or supervisory experience in a closely related programmatic area (OR) an equivalent combination of education and experience. Thorough knowledge of delivery of healthcare services and the organization, operation, and objectives of the Division. Thorough knowledge of federal and State laws, rules, and regulations pertinent to the Division and correctional healthcare operations. Licensure in a direct healthcare related field (MD, DO, PA, FNP, RN, etc.). Around 10 years of direct patient care experience. At least 5 years of experience in supervisory/ managerial health care position. At least 5 years correctional healthcare experience. Additional Information
