Program Manager
to lead the
Treatment Planning Program
– the team responsible for charting the course for future upgrades to our region’s wastewater treatment plants. This is an opportunity to help plan policies and capital projects that protect public health, improve water quality, and support environmental stewardship for generations to come. As a senior leader within the
Treatment and Separated Conveyance Planning Group , you’ll guide strategic planning efforts, coordinate across technical disciplines, and help develop short- and long-range plans to prepare the treatment system for population growth and evolving environmental regulations. You’ll collaborate with a dynamic team and influence decisions shaping regional water quality for decades. As
Program Manager
for the
Treatment Planning Program , you will guide a team of professionals tackling environmental and infrastructure challenges, ensuring five treatment plants meet growing capacity and evolving regulatory requirements, while considering climate impacts, equity and social justice, resource recovery (recycled water, biosolids, biogas), aging infrastructure, cost and affordability, and priorities across agencies. In this role, you will: Drive major planning efforts
including the Long-term Treatment Plan to guide capital investments for decades. Address regulatory challenges
including nutrient reduction, NPDES permit compliance, and contaminants of emerging concern such as PFAS. Lead treatment process studies
to improve and optimize operations. Support resource recovery
exploring opportunities for recycled water, biosolids reuse, and energy production and reduction. Develop conceptual capital projects
that progress into project delivery and drive large investments. Lead strategic planning processes and policy recommendations
at the intersection of infrastructure, environmental stewardship, and equity. Build strong partnerships
with County teams, operations staff, consultants, and component agencies. You will provide technical guidance, manage diverse teams, support junior and mid-level staff, and influence decisions impacting public health and regional growth. The role involves large-scale capital projects, evolving regulations, and complex, competing needs, offering an opportunity to impact the region’s infrastructure and water quality. This position follows a hybrid work model, blending remote and in-person work. Team and Organization
The Treatment and Separated Conveyance Planning Group is part of the Wastewater Treatment Division’s Planning and Project Delivery Section, a team responsible for delivering substantial capital projects and guiding strategic decisions for major investments in the region’s wastewater system. The group values adaptability, collaboration, equity, excellence, leadership, and respect, and supports environmental stewardship, service quality, and financial accountability. Working Conditions
Work Location:
Hybrid model with remote and in-person work at King County worksites as needed. In-person presence to be guided by business needs. Employees must reside in Washington State and be within reasonable proximity to worksites. A County-issued laptop and a reliable home workspace are required. Work Schedule:
40-hour work week. This position is exempt from overtime under FLSA. Union Representation:

Professional work experience and/or education in planning, science, engineering, public/public administration, or related field with increasing responsibility for managing complex programs or projects. Experience conducting long-term and/or strategic planning, environmental review, decision-making, and policy analysis. Experience in program/project/contract management and planning techniques. Experience leading a team to accomplish a complex program or project. Experience producing a variety of documents and summaries describing complex projects, programs, policies, or processes. Strong written and verbal communication skills for diverse audiences. Ability to work with minimal guidance in ambiguity and to develop processes and policies as needed. Competencies You Bring

Knowledge of water and/or wastewater conveyance or treatment methods. Knowledge of local government processes, public utility issues, policy, and/or communications.
