Collection Coordinator - Water Accounts

Overview
The Department of Utilities is seeking qualified candidates for a Collection Coordinator in our Water Accounts Division. This person will be responsible for supervising, monitoring, and coordinating the collections process. Responsibilities
Ensure the legal requirements for collection are met. Plans, directs and coordinates processes for the collection of delinquent accounts including generating demand letters, warrants-in-debts, liens, notices of satisfaction and all other relevant collection activities and/or paperwork. Schedule and attend court proceedings to obtain judgments against seriously delinquent account holders and testify at court hearings. Process both property and bank account liens and garnishments. Prepare various monthly reports detailing collection efforts for both active and inactive accounts. Coordinate with Hampton Roads Sanitation District in the collection of monies owed and delinquent field activities executed. Analyze and recommend redesigned processes and procedures. Create internal controls and supporting documentation. Manage and track cash transactions. Calculate shortages and overages and prepare daily deposits. Reconcile cash fund and order cash supplies as needed. Process and post customer’s payments. Initiate contact with delinquent customers to establish payments and/or payment arrangements. Prepare and review various reports to complete balance transfers, bankruptcy petitions and annual write-offs. Resolve customer escalations and prepare written responses to customer inquiries including but not limited to, Pay Off Requests. Participate in employee selection by conducting interviews. Supervise and develop staff by facilitating training sessions, developing individual performance objectives, coordinating assignments, reviewing work products, monitoring performance, preparing evaluations, providing feedback and motivating and rewarding teams for meeting expectations. Provide administrative support by processing boat permits and opening and sorting mail. Participate in various special projects including system User Acceptance Testing and system upgrades. Perform other job duties as needed. Qualifications
Two years experience in Customer Service. The desired candidate will possess two years collection experience. Keen knowledge of generating warrants, liens and processing garnishments. Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate’s degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Valid Driver's License. Two years experience in collection or related field preferred. Work Location: 500 East Main Street, Norfolk, Virginia Work Hours: Monday through Friday between the hours of 7:30 am and 5:00 pm This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights, weekends, and/or holidays in response to emergencies or severe weather events.
