As part of the commissioners’ office, you would support the commissioners as they establish overall agency direction and policy and make their final determinations on contested permitting and enforcement matters. See details about what we do.

This position is a member of our Chief Auditor's Division.

RESPONSIBILITIES

Direct division staff and functions; oversee personnel management functions, which includes interviewing, hiring and developing staff, performance management, etc.; and ensure compliance with employment laws and goals.

Oversee the performance of assurance and attestation engagements to ensure completion of Annual Audit Plans and compliance with applicable audit and attestation standards.

Develop and implement CAO/Audit Team goals and objectives.

Prepare reports and communicate results and recommendations. Serve the CAO Records Administrator by coordinating the division’s record management activities and ensuring that agency records management policies and procedures are followed in the division.

KEY QUALIFICATIONS

Experience with audit standards promulgated by the Institute for Internal Auditors (Red Book) and the U.S. Government Accountability Office’s Government Auditing Standards (Yellow Book); knowledge of contract and business law concepts; knowledge of computer technology principles, terminology, programming, and various automated systems.

Experience directing audit staff and audit functions, including responsibilities such as interviewing, hiring, staff development, performance management, and conducting performance evaluations.

Experience overseeing and conducting quality control audits and advisory services and preparing the annual internal quality control program or peer review.

Experience overseeing and conducting fraud, waste, and abuse complaints and investigations.

Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA).

REQUIRED EDUCATION & EXPERIENCE Graduation from an accredited four-year college or university, plus 10 years of full-time experience in accounting, auditing, or an analytical field that includes at least five (5) years managing public or internal auditing functions.

OR

Experience in the management of a business function, division, or department to include professional management experience where primary duties consist of planning, organizing, controlling, and directing the work of an organization or formal subdivision, or team.

OR

Experience as a special assistant to a TCEQ director or deputy director developing management policies and directing/evaluating operations.

Must be licensed as a Certified Public Accountant (CPA) or certified as a Certified Internal Auditor (CIA).

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Chief Auditor's Office.
