Department Overview The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, create greater financial stability, and protect our resources in support of UC's mission.
Position Summary This position provides leadership and oversight of the University’s program of self-insurance for Workers’ Compensation. Reporting to the Executive Director, this position manages the day-to-day claims and risk management operations for the workers’ compensation program throughout all the University’s campuses and academic medical centers. The focus is to create and support a risk‑aware culture with a service‑oriented mindset. Responsibilities include collaboration with local risk management teams, oversight of the University’s Third-Party Claims Administrator (TPA), designing and implementing innovative claims processes, consulting on coverage analysis, developing loss prevention programs, and ensuring regulatory compliance specific to the workers’ compensation programs that impact University operations. The program includes annual funding of more than $250 million and an open inventory of 4,000+ claims.
Key Responsibilities
55% Workers’ Compensation Claims Administration: Oversees the TPA responsible for the University’s workers’ compensation claims. Liaises with internal and external stakeholders to resolve claims. Consults on complex claims. Coordinates with outside counsel, claims adjusters, campus/medical center risk departments, and University attorneys to resolve claims. In collaboration with the TPA, UC Legal, and campus/medical center risk teams, selects and manages outside legal firms.
25% Self-Insurance Program Management: Develops policies and procedures; implements program guidelines for claims administration and defense of Workers’ Compensation claims. Educates risk management and HR teams at campuses/medical centers. Advises senior management on Enterprise Risk Management strategies. Develops policy and training programs; collaborates on broker/underwriter proposals; evaluates proposals and recommends excess insurance structures. Evaluates and selects strategic partners; serves as primary contact for insurance carriers, brokers, and external partners. Collaborates to ensure regulatory compliance and best practices.
10% Risk Assessment, Loss Prevention and Mitigation: Analyzes complex losses; works with Environmental Health & Safety to identify injury risks and recommend loss protection; implements risk control programs; evaluates and improves exposures.
10% General Program and Enterprise Risk Management: Oversees systemwide risk manager meetings; improves processes and implements innovative solutions; participates in negotiations with insurers; advises underwriters; supports campuses with coverage questions; collaborates on budget and RFPs; maintains knowledge of applicable CA law; coordinates data management with Risk Services and TPA; develops enterprise risk standards and processes for Workers’ Compensation.
Experience Required Qualifications
Minimum 8 years of experience managing a large and complex self-insured workers’ compensation program.
Skills and Abilities
Collaborative team player with experience leading stakeholder negotiations and multi-party negotiations.
Strong oral and written communication; ability to negotiate with vendors and campus constituents; develop proposals and conduct analysis.
Excellent customer service and interpersonal skills; ability to coordinate work with internal and external partners.
Ability to maintain effective relationships with campus colleagues, TPA administrators, legal counsel, and regulators.
Ability to analyze data and communicate program performance; implement innovative programs and procedures.
Ability to interpret and apply changes in statutes, regulations, and court decisions affecting the self-insurance program.
Familiarity with risk management information systems and data analysis related to loss trends and claim costs.
Preferred Qualifications
Advanced Microsoft Excel skills.
Education
Required: Bachelor’s degree
Preferred: MBA or JD
Licenses and Certifications
Preferred: ARM, AIC, California WCCA, OSIP Self Insurance Administrator’s Certificate
Travel Requirements 15% travel may include meetings at campuses and medical centers, TPA offices, training/education events, and conferences.
Special Conditions Hybrid work arrangement. On-site at UCOP in Oakland, CA, on Tuesdays and Wednesdays. Residence in California required.
