Scope of Supervision:

Head Start Recruitment and Outreach Coordinator, Family Financial Assistance and Enrollment Coordinator, Enrollment Specialists, and ERSEA Administrative Assistant Essential Functions: Duties and Responsibilities:

Develop, implement, manage, and monitor policies, procedures and systems related to the eligibility, recruitment, selection, enrollment, and attendance of children to comply with federal regulations and in order to ensure the program reaches and maintains full enrollment throughout the year. Eligibility, Recruitment, Selection, Enrollment and Attendance duties: Maintain record-keeping and reporting policies and procedures for processing applications, waitlists, enrollment, attendance, and forms in accordance with designated federal program requirements, and ensure staff have access to all appropriate materials. Conduct or arrange for training on Head Start eligibility requirements for program staff responsible for determining eligibility, program managers, Policy Council members, and Board members according to HSPPS. Monitor the verification of income and eligibility qualifications of children and families. Oversee and support the development of the Recruitment and Outreach Coordinator’s annual plan and ongoing efforts for program recruitment and community outreach that identifies eligible participants for application and enrollment. Collaborate with the Family Services Manager to ensure all recruitment and enrollment strategies are fully implemented by ERSEA staff, family advocates and EHS Family Support Specialists. Develop and facilitate a committee consisting of managers, staff, and parents to annually review and adjust the program’s selection criteria based on the community needs assessment and other data sources, and present the proposed changes to the Management team, Policy Council, and CAPRW Board on an annual basis. Ensure full program enrollment, including the percentage of over income participants in accordance with HSPPS, and maintenance of a sufficient wait list. In partnership with the Early Intervention Services Manager, continually monitor the percentage of participants with a disability to ensure the program is meeting HSPPS expectations. Oversee the monitoring of attendance data at program-, site-, classroom-, and child-level, and collaborate with Center Education Coordinators to ensure the teaching and Family Services teams are addressing attendance concerns. Ensure on-going monitoring, tracking, follow-up and analysis of enrollment and attendance data, and report on outcomes to the management team. Continually monitor enrollment and report to the Senior Director and Head Start leadership team any suggested adjustments in the location of slots or program options. Provide child care resource information and referrals to staff for families when appropriate. In collaboration with the Family Financial Assistance and Enrollment Coordinator, evaluate, design, and monitor systems to process child care subsidy enrollment applications, including determination of eligibility. Develop and maintain strong partnerships with Think Small, Ramsey County, Area Administrators, the MN Department of Education, and other community agencies and organizations. In collaboration with the Recruitment and Outreach Coordinator and the Family Financial Assistance and Enrollment Coordinator, develop plans for the recruitment activities for Head Start services that includes plans for recruiting participants eligible for child care subsidies. In collaboration with the Family Financial Assistance and Enrollment Coordinator and the CAPRW Finance Department, Central Billing Administrators, and Area Administrators, develop and implement an internal tracking system to monitor the subsidy status of children, including the receipt of payments and outstanding balances. Ensure the system provides real-time updates and accurate financial data for reporting, compliance, and decision-making. Provide a monthly report to the Deputy Director and Senior Director. Management Duties: Develop a vision of excellence related to the content areas as assigned that reflects best practices. Follow required regulations, procedures and policies of the Community Action Agency and Head Start program. Provide clear and consistent training and/or consultation, as needed, throughout the program on all ERSEA standards, policies, and procedures according to position responsibilities as they relate to ERSEA. Set and maintain professional standards by supervising the ERSEA department staff, monitoring performance, providing evaluations, facilitating goal setting and staff development. Immediately address staff performance issues, in particular those related to application entry, eligibility, recruitment, acceptance, and enrollment. Assist in analyzing community needs assessment information, monitor and document progress towards ERSEA-related program goals, and participate in the planning of program design options and other committees to meet program goal objectives through the program’s Continuous Quality Improvement efforts. Other duties as assigned or needed Qualifications: Bachelor's degree in nonprofit administration, social work, family studies, human services, project management, marketing, communications, or a closely related field; Minimum of 3 years of supervisory or leadership experience in an early childhood, non-profit or social service setting; Knowledge of Head Start Program Performance Standards, especially those related to ERSEA Understanding of intersectional nature of social justice and equity interpersonally and systemically Strong knowledge of Google Suite and Microsoft Office Preferred Education & Experience: 3 or more years of Head Start experience. Experience using ChildPlus. Strong knowledge and understanding of the implementation of comprehensive Head Start services and eligibility requirements. Experience developing, implementing, and managing systems, procedures, policies, databases, and other professional documents. Experience with data-driven decision making and outcome-based program evaluation. Training experience. General Requirements: Must successfully complete a background study and fingerprinting. Because Head Start operates sites across Ramsey County, a valid driver’s license and access to a reliable vehicle on a daily basis is required. Abilities and Skills: To ensure compliance with program requirements, and safety of staff and clients, the ability to communicate effectively in English, both verbally and in writing is required. Ability to communicate in a professional manner, including excellent reading, writing, and interpersonal communication, and use good judgment. Analytical and critical skills. Strong organizational skills, including the ability to analyze problems and data, identify solutions, and implement recommendations in support of goals. Must have demonstrated leadership skills including the ability to work independently and collaboratively with strong organizational and time management skills including capacity to supervise and motivate staff and work as a team. Ability to effectively relate and communicate to people of varying multi-ethnic and socio-economic backgrounds. $66,446.42 - $86,387.45 Annually Locations:
