Overview Job Title: Family Advocate

Program: Early Head Start

Location: Houston, Texas

Job Type: Non-Exempt, Full Time (40 hours/week, five days per week, 12 months)

Base pay range $20.19/hr - $20.19/hr

What you’ll do Performs all activities in the implementation of ERSEA (Enrollment, Recruitment, Selection, Eligibility, and Attendance) requirements, ensuring responsiveness to the Community Assessment and Head Start Performance Standards. Collects, inputs, and analyzes data in enrollment, health, and attendance systems. Assists in developing ERSEA policies and procedures and supports parents through a referral system to community agencies in collaboration with the Child Development/Disabilities, Health, Mental Health, Nutrition, and Administration teams. Maintains compliance with Head Start Performance Standards and supports family and community engagement across the program.

Responsibilities

Engage in comprehensive, integrated planning with the management team to create ERSEA goals/outcomes and a system of services for eligibility, recruitment, selection, enrollment, and attendance.

Develop family and community engagement goals/outcomes aligned with the Head Start Parent Family Community Engagement Framework.

Create a system of services that limits child suspension and prevents expulsions; ensure ERSEA and Family/Community Engagement are implemented program-wide.

Assist in policy development for ERSEA and Family/Community Engagement systems.

Assess community, program, child, and family needs; collect and analyze data; produce reports; integrate dual language learners, homeless children, children in foster care, and children with disabilities.

Track and report attendance; intervene in cases of chronic absenteeism under direction of the ERSEA/Family Engagement Manager.

Assist with Community Assessment, annual program self-assessment, and federal onsite reviews; report strengths and needed improvements; implement and incorporate improvements into the program plan.

Perform intake/registration procedures; ensure income verification and eligibility qualifications; enter data in the Child Plus database; maintain records and reporting policies for waitlists, enrollment, and attendance.

Conduct ongoing monitoring and reporting of enrollment and attendance data; recruit to maintain full enrollment and sufficient waitlists.

Support referrals for children with possible special needs in collaboration with Education/Disabilities and Health teams; participate in professional development as required.

Enhance Family and Community Engagement Services; manage Family Partnership Agreements and alignment with the Parent Family Community Engagement Framework.

Assist in being a program resource for community resources; complete family service home visits and needs assessments.

Support health requirements for infants/toddlers; track health events in the data system; conduct health home visits, screenings, and assessments; coordinate with Health Services Team.

Attend required training and perform other related duties as assigned.

Qualifications

Minimum Qualifications:

Certification or credential in social work, family services, human services, or related field.

One to three years of experience working with families and children prenatal to age three.

Excellent oral and written communication skills; proficient in MS Office.

Working knowledge of local community resources and health requirements for children birth to three years.

Valid driver's license, personal vehicle, and liability insurance.

Preferred Qualifications:

Associate or bachelor’s degree in social work, family services, human services, or related field.

Experience in Head Start or Early Head Start; knowledge of Office of Head Start Performance Standards.

Bilingual (English/Spanish).
