Overview
The Security Services Department’s overall mission is to identify and counter security threats to the MIT Lincoln Laboratory’s mission of development of game-changing technology in support of National Security, including guarding against compromise by foreign intelligence agencies and insider threats. The department formulates and implements policies, plans, and actions designed to protect facilities against threats of vandalism, accidental destruction, and sabotage; and safeguards personnel, classified and unclassified information systems, personal identifiable information, property, and other assets from exploitation and recruitment by foreign intelligence agencies. We foster a culture where security professionals from a wide range of backgrounds are empowered to solve complex security problems in close collaboration with Laboratory research teams and Government counterparts. SSD Strategy and Project Management Office (SPMO)
* SSD Strategy and Project Management Office (SPMO): a team of security professionals focused on driving strategic planning, continuous improvement and project management for the Security Department. The group develops and implements the department strategic plan, supports strategic enterprise projects, provides project management expertise and execution oversight, leads the Continuous Improvement Team, and assesses process efficiency and strategic plan alignment across the Department and Laboratory. What you will do
Lead the Strategy and Program Management Office (SPMO). Manage SSD’s portfolio of large, high-profile, multi-year, cross-functional, complex Security and Digital Enterprise Transformation (DET) projects. Manage team members within the SPMO. Direct the development and enhancement of project management methodologies, standards, templates and tools. Oversee the execution of projects and ongoing portfolio prioritization processes; and ongoing reporting of SSD and DET project activities. Focus on continuous improvement to increase efficiencies of security processes internal to the department and externally throughout the Laboratory. Leadership of SPMO: ensure strategy, goals and objectives are aligned with the Department and Laboratory; manage staff; advise project managers; support professional development; oversee hiring and onboarding; manage demand and capacity; facilitate governance and risk mitigation; participate in SSD leadership teams and in the development of the SSD’s strategic plan. Provide project stewardship for the SSD portfolio: direct and control delivery of programs and projects ensuring end-to-end delivery; work with PMs and stakeholders to ensure timely and effective execution; manage budget, risks, and organizational change management plans. Own portfolio reporting and coordinate prioritization with Department Office and DET leadership; engage Laboratory stakeholders across levels. Collaborate with strategy offices and PMOs across the Laboratory and peer organizations to share lessons learned and resources. Lead status meetings for major programs and project steering discussions; facilitate risk mitigation and issue resolution. Oversee continuous improvement of security PM methodologies, including scheduling, cost-benefit analysis, tool adoption, and agile delivery to meet Laboratory needs. Lead and manage monthly project scorecards and the project review/evaluation process for approval of execution. Growth and development

Must have: Bachelor’s degree in project management or related field. At least twelve years of relevant work experience as a program/project manager building, deploying, and supporting enterprise security or technology efforts, including five years in a PMO leadership role; or an equivalent combination of training and experience. PMP certification. Proficiency in Agile and Waterfall methodologies and governance processes; experience with project portfolio/management software; strong leadership and matrix management experience; successful PMO leadership; documented process improvements; excellent communication and interpersonal skills; self-motivation and ability to work independently and with diverse teams. Ability to obtain and maintain a DoD secret level security clearance. Ideally: Master’s degree in project management or related field; familiarity with industrial security, computer science or computer information systems. Additional project management certifications (e.g., DASM, DASSM, PMI-ACP, Scrum Master, PRINCE2, SAFe). Experience with formal organizational change management or transformation models (Prosci, CMI, CCMP, etc.). A proactive, collaborative leadership style and the ability to inspire and guide teams; ability to drive change and build cross-enterprise relationships; experience leading change in a PMO context.
