Procurement & Specifications Specialist , located in Honolulu. Vacancies range from advanced trainee to independent journey worker. Work with various City departments to support their buying needs that impact City services to our community. Key Responsibilities

Perform procurement duties and develop specifications for goods, services, and construction within the City's centralized purchasing program. At

II level

($4,590/month), handle routine procurement duties (such as reviewing bid documents, drafting contract specifications, etc.) of increasing complexity, and assist with reviewing and initially drafting purchasing documents for non-complex goods, services, and construction. At

III level

($4,961/month), independently perform moderately difficult procurement duties for moderately technical and complex goods, services, and construction. At

IV level

($5,369/month), independently perform the full range of procurement duties for highly technical and complex goods, services, and construction. Perform other related duties as required for the role. Career Progression

Upon successful completion of probation and demonstration of satisfactory work performance and years of experience at each level, a Procurement & Specifications Specialist II/III may progress to the independent Procurement & Specifications Specialist IV level. Education and Experience Requirements

Education Requirements : Level II, III, & IV: Equivalent to graduation from an accredited college or university with major work in business or public administration, marketing, economics or a related field. Substitution: Work experience may be substituted for a bachelor\'s degree on a year-for-year basis. Examples include: four years of professional work experience may substitute for a general bachelor\'s degree; four years of general work experience in purchasing or procurement may substitute for a general bachelor\'s degree. The education requirement must be met at the time of application. Education obtained outside the United States must be comparable to a degree earned at an accredited college/university in the United States, with proper documentation (foreign credential evaluation, etc.). Six (6) months of technical experience in centralized purchasing and standards and specifications development activities, with knowledge of economics, supply and demand, purchasing, and the ability to evaluate quality and prepare specifications for informal purchases. Level III:

One (1) year of technical experience in centralized purchasing and standards and specifications development activities, with knowledge of governmental purchasing principles, purchasing specifications, interviewing techniques, research methods, and ability to apply central purchasing principles and establish commodity standards; evaluate market conditions and price trends; interpret applicable policies, laws, rules and regulations. Level IV:

Two (2) years of professional experience in centralized purchasing and standards and specifications development activities, with ability to test and evaluate a variety of commodities and services, review and revise specifications to achieve lowest cost, and analyze bids.
