Labor Law Enforcement Specialist IV : Work at this level generally reflects the following types: Independently conducts investigations of business establishments for compliance with State labor laws and rules administered by the program. Responsibilities include planning, scheduling, conducting and completing investigations of predominantly highly complex difficulty, often involving large corporations and complex cases with conflicting information. May review case reports of other specialists, participate in training lower level enforcement specialists, and recommend changes in policies and procedures. Independently performs the full range of investigations, intake, education and certification activities for a district. Involves the full range of State labor laws and includes highly difficult and complex cases. May supervise and train lower level specialists and represent the program in the district, including public education and voluntary compliance efforts. Serves as a working supervisor in investigations, intake, education and certification services; plans and coordinates program activities and may provide input on budgetary and legislative matters. Work is performed independently within general guidelines; final decisions are reviewed for conformance with legal and policy guidelines. Independently conducts administrative hearings and informal pre-hearing conferences for simple to moderately difficult cases; renders a recommended decision after hearing. Work is performed under general supervision of a higher level hearings specialist. Labor Law Enforcement Specialist III : Work at this level generally reflects the following types: Independently conducts investigations of business establishments for compliance with State labor laws and rules; plans, schedules, conducts and completes investigations of simple to complex difficulty. Assignments are typically of average difficulty and involve small to medium businesses. General supervision is provided; assignments are reviewed for completeness and compliance. Provides intake, educational and certification services including handling complaints, responding to inquiries, coordinating and conducting payday elections, and investigations related to certificates and exemptions; conducts educational sessions to promote voluntary compliance; may assist in developing educational materials. LEGAL AUTHORIZATION TO WORK : The State of Hawaii requires all persons seeking employment with the government to be citizens, nationals, permanent resident aliens, or eligible for unrestricted employment under federal law. Prerequisite Knowledge and Abilities : Knowledge of operations, programs, policies, legal requirements and techniques of the enforcement program and its relationship with related state organizations. Ability to provide technical assistance, deal effectively with top-level management, make sound and impartial decisions, supervise lower level specialists; some work may require budget preparation. TO QUALIFY, YOU MUST MEET ALL OF THE FOLLOWING REQUIREMENTS: Education Requirement : Graduation from an accredited four-year college or university. Excess work experience or other responsible administrative, professional or analytical work may be substituted on a year-for-year basis; the experience must provide comparable knowledge and abilities. Must demonstrate ability to write reports, read and interpret complex material, and solve problems logically. Specialized Experience Requirement : None for Level I; ½ year for Level II; 1½ years for Level III; 2½ years for Level IV of progressively responsible professional work experience applying labor laws and rules as a primary function, in performing investigations and enforcing compliance with wage and hour, family leave, child labor, and related areas. Driver’s License : A valid driver’s license is required to perform compliance audits (Selective Certification).
