This is not a remote position. The Property Manager is accountable for all community operations. The purpose of the Property Manager is to effectively manage and coordinate persons, activities, and available resources to accomplish community objectives as set forth by the Supervisor and Property Owner. These objectives will include maximizing occupancy levels and community values. Responsibilities
Assumes primary responsibility for preliminary interviewing, making recommendations to the Supervisor in selection of Associates, hiring, supervision and training of on-site personnel and being responsible for all work the staff completes. Complete annual performance reviews and make recommendations for salary increases; counsel underperforming associates and provide critical feedback to improve performance. Effectively motivate through positive reinforcement, set an example and take corrective measures to ensure outstanding performance of all staff members. Ensure staff efficiency through ongoing training, instruction, counseling, and leadership. Plan weekly/daily office staff schedules and assignments. Coordinate maintenance schedule and assignments with Maintenance Superintendent. Administer action plans consistently and timely with performance issues; document appropriately, communicate situation to Supervisor and Human Resources, and terminate properly with Supervisory approval. Ensure all administrative processes involving personnel are handled promptly (e.g., performance evaluations, salary reviews, time sheets, change of status forms). Train the Assistant Manager and Leasing Agent to assume managerial duties in the event of the Manager’s absence and train other staff to operate basic functions in the management office. Communication
Must be an effective communicator with client, supervisor, associates, co-workers, residents, vendors, and others encountering. Must respond to client, supervisor and resident within the same business day, but no longer than 24 hours. Be able to write and/or discuss comprehensive responses via email or letter. Property Administration
Establish on-site procedures to create a smooth and effective workflow to meet all requirements or deadlines. Collection of rent and take appropriate action and legal remedies for nonpayment in a timely fashion per landlord/tenant law and lease agreements. Complete required reports to the supervisor, owner, and applicable federal/state agencies in a timely manner. Ensure adherence of property rules and lease provisions. Negotiate and coordinate services and contracts, with contracts reviewed and approved by the Supervisor and Client. Prepare timely management reports and other related material for Supervisor and Owner; attend meetings as needed. Oversee the property’s answering service, ensuring quality customer service and up-to-date contact information. Notify residents of issues affecting tenancy and file court documents for eviction as needed; attend scheduled court hearings as Landlord’s representative. Oversee security deposit administration, including inspecting units, preparing disposition letters, and processing refunds. Maintain property filing system including resident, applicant, accounting, vendor, and contract files; ensure leases and related paperwork are entered accurately into Entrata in a timely manner. Develop and utilize sound rent collection procedures, including follow-up with delinquent accounts; deposit rent daily and complete related documentation. Monitor landlord-tenant relations and mediate disputes when necessary; establish and maintain regular daily office hours. Compliance
Remain current in all aspects of affordable housing, HUD/monitoring agency requirements in recertification, initial certification, special claims, voucher processing, etc., by updating knowledge through classes/seminars/webinars and professional networks. Maintain required professional certifications for site as determined by Supervisor. Learn and understand applicable affordable documents (Tenant Selection Plan, Affirmative Fair Marketing Plan, Regulatory Agreement, Mortgage Note, as applicable). Learn and understand all reporting requirements to monitoring agencies; prepare for and follow up on agency inspections (MOR, file reviews, REAC, as applicable). Submit/update and respond to all requests by monitoring agency; assist with tax Credit Conversion and compliance at other properties. Leasing & Marketing
Maintain high occupancy through effective leasing, marketing, and resident retention; monitor leasing and marketing activities and make recommendations. Deliver quality service to residents and clients; implement marketing plans and campaigns; lead property tours and coordinate events (open houses, realtor tours, resident promotions). Screen, review, and approve applications; lead lease orientations and signings; present company professionally at all times. Resident Retention
Provide resident activities and programs and connect residents with community resources; address concerns promptly to ensure satisfaction. Communicate notices to residents; enforce community policies; collaborate with Resident Service Coordinators to provide referrals and services. Assist in developing resident services programming and property newsletter preparation. Maintenance Operations/Physical Plant
Prioritize and schedule routine, preventative, turnover, and non-routine maintenance within budget; conduct weekly property inspections and follow up; ensure after-hours emergency service is handled efficiently. Schedule and supervise capital improvement programs; conduct annual unit inspections; implement preventative maintenance and energy conservation plans. Monitor capital improvements and replacement programs; use Entrata to track work orders and review maintenance reports. Safety
Prepare emergency procedures and ensure compliance with local, state, and federal safety regulations; correct unsafe conditions promptly; promote a "safety first" culture. Report all liability and incidents to the insurance carrier and Supervisor; ensure workers’ compensation claims are reported to Human Resources; complete safety checklists with maintenance staff. Financial & Budgetary
Prepare and manage the annual operating budget; review variances monthly; purchase within budget; maintain records of expenditures; solicit bids for significant expenditures; process payables and manage accounts payable/receivable. Maintain familiarity with all purchasing policies; ensure timely payments; support HUD grant renewals and reimbursements where applicable. Essential Job Functions
