Overview

This role can be based in Houston or remote in other locations. Responsibilities

Develop and implement standards relating to the protection, control, and management of landfill gas within a defined geographic area of coverage (Group level). Include management and evaluation of landfill gas, gas condensate, etc. when they threaten air quality or renewable energy projects. Participate in the strategy and approval of the operating and capital budget for GCCS as well as procurement and distribution of landfill gas conveyance equipment and materials. Direct and manage internal and external resources. Manage asset development within the defined geographic area of coverage including GCCS installation/modifications, compliance monitoring, testing, and reporting program development/change/optimization; may include development of Group/company-wide policy, standards, and/or best management practices for implementation at Group and/or national level. Design and implement strategic project plans in response to complex compliance and liability issues; interpret environmental/GCCS operations data and respond to proposed regulatory rule revisions related to areas of responsibility. Organize routine communications with Market Area and Group management regarding significant development projects and to ensure compliance and consistency with company-wide GCCS and air quality programs. Plan, organize and manage GCCS design, construction and operations within a defined geographic area of coverage. Monitor emerging environmental regulatory requirements pertaining to GCCS design/operations and participate in developing the company’s response to new or changing regulations regionally and nationally. Direct communication with local, state, or national internal and external stakeholders to discuss program or project objectives that meet WM objectives of GCCS operations, environmental protection, and cost reduction. Support Air Program, Legal, EP Director and EP Managers in responding to regulatory NOVs pertaining to LFG/GCCS operations; provide litigation support and expert testimony when needed. Initiate, develop, and implement Group training programs for WM staff on LFG and GCCS design, construction and operations; coordinate with Air Program Directors to develop/implement national training programs for consistency across Groups. Provide guidance to Area engineers, operations Directors/Managers, EP Managers and Gas Operations Managers on GCCS design, construction and operations issues. Demonstrate interpersonal skills to gain stakeholder acceptance and manage regulatory negotiations; contribute leadership to the corporate air program. Travel 50-75%. Supervisory Responsibilities

The highest level of supervisory skills required is the management of supervisory employees. There is no direct supervisory responsibility, but there may be oversight/mentoring of new MA Gas Operations Managers and LFG technicians specific to GCCS operations and regulatory requirements. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job. A. Education and Experience

Education: Bachelor’s Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience. Experience: 10 years of GCCS design and/or operations-related experience in addition to education requirements. Experience in engineering and/or construction specializing in GCCS design, construction, and/or operations. Proven technical project management skills. Immediate knowledge and aptitude for GCCS design, construction and system operations. Complete understanding of state and federal regulations impacting GCCS design and operations. B. Certificates, Licenses, Registrations or Other Requirements

None required. Valid professional engineering registration desired. C. Other Knowledge, Skills or Abilities Required

Previous experience in management and/or environmental management may be required. CADD and MS Office familiarity, general computer acumen, and ability to learn to use other job-related technical software may be required. Work Environment

Normal setting for this job is an office, landfill, and hazardous waste sites. The expected base pay range for this position across the U.S. is $139,545 - 184,905. This range represents a good faith estimate for this position. The specific salary offered may be influenced by factors including experience, education, training, certifications, qualifications, and work location.
