Responsibilities
Responsible for identifying, and controlling company liability and associated costs for landfill gas collection and control system (GCCS) operations, and optimizing WM GCCS capacity and development costs. Provide oversight of and support to Market Area Gas Operations Managers, including budgetary review of GCCS as well as procurement and distribution of landfill gas conveyance equipment and materials.
Develop and implement company-wide training programs, directives, polices, and procedures related to GCCS design, construction, operations, maintenance and odor mitigation within a defined geographic area of coverage and coordinate with Air Program staff on national policies/procedures and training program initiatives.
Maintain immediate knowledge and aptitude for GCCS design, construction and system operations. Possess complete understanding of state and federal regulations affecting GCCS design and operations.
Demonstrate extensive experience in GCCS design, construction, and operations with a background in sciences and/or engineering. Work effectively in a highly government-regulated environment and collaborate with corporate and group entities.
Develop and implement standards relating to the protection, control, and management of landfill gas within a defined geographic area of coverage. Include management and evaluation of landfill gas, gas condensate, etc. when they threaten air quality and/or renewable energy projects.
Essential Duties and Responsibilities
Participates in strategy and approval of the operating and capital budget for GCCS and in procurement and distribution of landfill gas conveyance equipment and materials.
Directs and manages internal and external resources. Manages asset development within the defined geographic area of coverage including GCCS installation/modifications, compliance monitoring, testing, and reporting program development/change/optimization review. May include development of Group/company-wide policy, standards, and/or best management practices for implementation at the Group and/or national level.
Designs and implements strategic project plans in response to complex compliance and liability issues; interprets environmental/GCCS operations data and directs responses to proposed regulatory rule revisions.
Organizes and executes routine communications with Market Area and Group management on significant development projects and ensures consistency with company-wide GCCS and air quality programs. Plans and manages GCCS design, construction and operations within a defined geographic area of coverage.
Monitors emerging environmental regulatory requirements pertaining to GCCS design/operations and participates in developing the company’s response to new or changing regulations on a regional and national basis.
Directs communications with local, state, or national internal and external stakeholders to discuss program or project objectives that meet WM objectives of GCCS operations, environmental protection, or reducing compliance costs to the field.
Supports the Air Program, Legal, EP Director and EP Managers in responding to and resolving regulatory NOVs pertaining to LFG/GCCS operations. Litigation support and/or preparation of expert testimony.
Initiates/develops/implements Group training programs for WM staff on LFG and GCCS design, construction and operations. Coordinates with Air Program Directors to develop/implement national training programs and ensure consistency across Groups.
Provides guidance and direction to Area engineers, operations Directors/Managers, EP Managers and Gas Operations Managers on GCCS design, construction and operations issues.
Demonstrates interpersonal skills to develop stakeholder acceptance and regulatory negotiations. Exhibits leadership and advocacy for the corporate air program.
Travel 50-75%.
Supervisory Responsibilities The highest level of supervisory skills required in this job is the management of supervisory employees. This includes:
No direct supervisory responsibility required but may include oversight/mentoring of new MA Gas Operations Managers and LFG technicians specific to GCCS operations and regulatory requirements.
Qualifications The requirements listed below are representative of the qualifications necessary to perform the job.
A. Education and Experience
Education: Bachelor’s Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience.
Experience: 10 years of GCCS design and/or operations-related experience (in addition to education requirement). Experience in engineering and/or construction specializing in GCCS design, construction, and/or operations. Proven technical project management skills. Immediate knowledge and aptitude for GCCS design, construction and system operations. Complete understanding of state and federal regulations which impact GCCS design and operations.
B. Certificates, Licenses, Registrations or Other Requirements
None required. Valid professional engineering registration desired.
C. Other Knowledge, Skills or Abilities Required
Previous experience in management and/or environmental management may be required. Also, CADD and MS Office familiarity, general computer acumen, and ability to learn to utilize other job-related technical software may be required.

The expected base pay range for this position across the U.S. is $139545 - 184905$. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.
