Overview
Director, Procurement Operations at Metropolitan Transportation Authority (MTA). Location: 333 West 34th, New York, NY 10001. Full-time position with teleworking available (one day per week). Internal promotion-eligible applicants only. Salary range: $135,000 - $150,000. Position Objective
This position reports to the Senior Director, Procurement, and manages a staff of direct reports and subordinates. Responsible for providing user departments with the materials and services needed to meet business goals by directing the daily operations and activities of the procurement process, including: development of procurement strategies, client consultation, inventory management, vendor negotiation, preparation and validation of procurement documents, contract interpretation, ensuring conformance with applicable laws and policies, management reporting, and market research to increase the level of competition. Responsibilities
Manages, trains, and develops personnel to effectively and efficiently carry out the functions of the unit, including procurement activity for user departments (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services). Negotiates change order/AWO prices; conducts cost/price analyses in support of procurement activity; promulgates procurement policy and procedures. Ensures post-award support for user departments in their management of contracts. Ensures staff maximize opportunities for full and open competition and liaises with vendors. Develops, reviews, and implements policy and procedural changes and alternate strategies to increase efficiency and effectiveness of procurement personnel. Develops and implements procurement policy and procedures within the framework of applicable FTA, state, city, and MTA regulations; revises methods to reflect regulatory changes; oversees implementation by staff. Collaborates with the Senior Director to select, develop, and motivate personnel; provides career development, coaching, and counseling. Maintains discipline as needed and reviews staff performance; fosters a professional environment that respects diversity. Other duties as assigned. Required Competencies
Excellent communication and interpersonal skills; strong organizational and presentation abilities. Ability to work with all internal levels within the organization, including the MTA Board, and with external agencies (e.g., Governor’s Office, NYC government, public officials, other agencies). Ability to operate in a high-profile, high-pressure environment and manage key stakeholders. Strong managerial skills to direct professional and technical staff toward short- and long-term goals. Ability to complete short- and long-term projects effectively; strong analytical and quantitative skills. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Required Education and Experience
Bachelor’s degree in Business, Law, Public Administration, or equivalent; and Minimum ten (10) years of related experience; Minimum four (4) years in a managerial/supervisory position; Knowledge of public sector procurement management, public accounting, contracting techniques, negotiation strategies, and project management. Preferred
Master’s degree in a related field. Familiarity with the MTA’s policies, procedures, and collective bargaining. Other Information
