The Office of Sustainability & Environment (OSE) is dedicated to developing and implementing citywide environmental policies and programs that propel Seattle toward a sustainable, equitable, and carbon-neutral future. Job Responsibilities Our Buildings & Energy team is growing. We are recruiting two Building Decarbonization Compliance Specialists to support policy roll-out and implementation of the Building Emissions Performance Standards (BEPS) law and the existing Energy Benchmarking and Reporting (EBR) law. The BEPS law requires approximately 4,000 large existing buildings to reduce greenhouse gas emissions and meet net-zero emissions by 2050.
As a Building Decarbonization Compliance Specialist, you will join a team of technical compliance specialists that support owners and energy professionals in complying with BEPS and annual benchmarking and reporting requirements. You will also help refer to OSE’s Building Emissions Navigator—an expanded program that provides coaching workshops, financial support, and educational resources for building owners and tenants.

Technical Assistance and Public Engagement
Program Development & Evaluation
Data Analysis & Compliance Review
In each area, you will engage with building owners, property managers, contractors, energy professionals, and tenants, applying an equity lens to communicate technical information clearly and respectfully, especially to those directly impacted by the policy.

Knowledge of building energy benchmarking and reporting using ENERGY STAR Portfolio Manager or similar energy management software.

Qualifications In addition to the qualities mentioned above, you will need to possess the following required qualifications (or an equivalent background):
Four years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, or related City planning work.
OR three years of experience plus an associate’s degree in planning, urban design, environmental studies, public administration, sustainability, or related field.
OR two years of experience plus a bachelor’s degree in planning, urban design, environmental studies, public administration, sustainability, or related field.
Additional Information This job is classified as a Planning & Development Specialist 2, with a salary range of $47.54 - $55.32 per hour. New employees start at Step 1 in a five-step salary schedule. The position is represented by PROTEC 17 – Professionals Unit.
