Jacksonville operates under a council–manager form of government, with policy direction from the City Council and Mayor, and day-to-day operations managed by a professional City Manager. The Position

The Transportation Services Director is a senior management role overseeing the Jacksonville Urban Area Metropolitan Planning Organization (JUMPO), Traffic Management, and Jacksonville Transit. The Director sets strategic direction, manages operations, and ensures regulatory compliance across transportation functions, while coordinating regionally on capital projects and state/federal grants. The position collaborates with internal departments, external agencies, elected officials, and the public to advance mobility, safety, and sustainability. Essential Functions and Responsibilities

Develop departmental goals, objectives, and performance metrics. Oversee regional transportation policy and serve as staff to the JUMPO Transportation Advisory Committee. Manage operations, compliance, and reporting for state and federal transportation grants. Act as liaison to agencies such as FHWA, FTA, NCDOT, and representatives of local Marine Corps installations. Establish and maintain departmental policies and procedures. Prepare reports, correspondence, and presentations on transportation issues. Advise public and private stakeholders on transportation plans and projects. Recommend operational improvements to the City Manager’s Office. Lead departmental recruitment, training, and performance evaluations. Respond to citizen inquiries and recommend appropriate action. Prepare and manage operating and capital improvement budgets. Plan and oversee capital project development and construction. Serve as DBE Liaison and Title VI Officer for JUMPO and Jacksonville Transit. Knowledge, Skills and Abilities

Comprehensive knowledge of advanced transportation principles and practices. Thorough knowledge of economics, municipal finance and sociology as they apply to transportation issues. Thorough knowledge of current legislation and developments in transportation planning, urban public transit and traffic signal operations. General knowledge of engineering principles as they relate to transportation. Ability to interpret and analyze technical information and to prepare and present oral and written reports. Ability to establish and maintain effective working relationships with colleagues, City officials, other agencies, and the public. Education & Experience

Qualified candidates will have a Bachelor’s Degree in Planning, Engineering, or related field with at least five (5) years of experience in a senior-level transportation management position. A Master’s Degree in Planning, Engineering, Public Administration or related field is preferred, as is MPO/urban transit and/or traffic signal operations experience. Ideal Candidate

Experience with MPOs, capital improvement projects, and policy development to support long-term growth is essential. The candidate should be politically astute, able to navigate stakeholder dynamics, and possess strong leadership, communication, and interpersonal skills. They should foster teamwork across planning, traffic, and transit, and build trust with staff, elected officials, agency partners, and the community.
