You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the Occupational Safety and Health Division (106.1) of PEARL HARBOR NSY AND IMF. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. Duties

You will plan, organize, and direct Occupational Safety and Health projects to minimize or eliminate human injury, property, and productivity losses. You will develop supplements to current Occupational Safety and Health standards and regulations. You will work closely with various shipyard personnel to implement or improve program requirements. You will investigate reports and gather mishap statistics and take appropriate action to prevent further mishaps. You will participate in meetings where you will be expected to provide insight and give recommendations on causes for root cause analysis. You will provide training material and guidance to subordinate Occupational Safety and Health personnel. You will oversee industrial work, inspect facilities and work spaces, perform inspections, and/or audits to meet regulatory requirements and ensure a safe workplace. Requirements

Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present. Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting investigations of mishaps and/or performing risk assessments in order to develop specific methods for hazard mitigation and injury prevention; issuing safety and occupational health surveys to identify/evaluate risk potential involving hazardous work environments and occupations; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on and/or resolve technical matters dealing with occupational safety and health requirements; analyzing and/or evaluating new and existing job tasks, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control potential hazards. Training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting safety and occupational health surveys in a shipyard or industrial environment, while recommending measures to eliminate or control hazardous practices or conditions. Developing and recommending solutions for improving occupational health and safety processes and controls to reduce mishaps, injuries, or reduce potential exposure to hazards. Experience in managing safety and/or occupational health program elements. Developing or implementing programs to reduce the frequency, severity, and cost of mishaps and occupational illnesses. Analyzes or evaluates data to identify trends and recommend actions for improvement of processes and controls. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-11, successful completion of a Ph.D. or equivalent doctoral degree; or successful completion of 3 full years of progressively higher level graduate education leading to such a degree; or successful completion of LL.M., if related.
