Overview
Lead Safety and Occupational Health Manager (Operations) – U.S. Customs and Border Protection (CBP). This is a bargaining unit covered position. Salary ranges provided: Base pay range $105,383.00/yr - $137,000.00/yr (GS-13, Step 1 to Step 10). Announcement amended on 10/03/2025 to extend closing date to 10/06/2025. This position is within the Department of Homeland Security, CBP, Office of Human Resources Management, Safety and Occupational Health Division. Locations vary by region; see duties for details.
Duties
Locations for these vacancies include five Regions with a detailed list of duty locations. You will be required to report to your selected duty location. The role provides expert technical advice as a field program manager for a regional team and exercises discretion and independent judgment in matters of industrial safety, fire protection, safety engineering, industrial hygiene, ergonomics, radiological safety, communicable diseases, hearing conservation, safety management systems, emergency planning, OSHA recordkeeping and reporting.
Typical duties include: Plans and directs occupational safety and health program activities for assigned geographical areas. Mentors Safety Specialists, communicates organizational priorities, reinforces deadlines, and assists in unusual situations or where precedents are unclear. Investigates and helps resolve safety and health problems across diverse environments common to CBP operations. Advises management as a confidential partner on unsafe or unhealthful working conditions, OSHA investigations, employee injury investigations, and related issues.

Requirements
You must be a U.S. Citizen to apply. Additional requirements include Selective Service registration for males born after 12/31/1959; U.S. residency for three of the last five years; English proficiency for pre-employment processes; ability to pass a background investigation; compliance with DHS Drug-Free Workplace Plan; ethics and conflicts rules applicable to CBP employees; and E-Verify eligibility. Bargaining Unit status applies (NTEU).
Qualifications
Individual Occupational Requirement: Experience in or related to safety and occupational health with knowledge, skills, and abilities to perform the duties of the position, including: Managing safety or occupational health program elements; developing and recommending policy; applying safety and health laws and procedures; developing standards and procedures to mitigate hazards. Developing or implementing programs to reduce accidents and occupational illnesses; analyzing jobs/processes to identify hazards; designing modifications to control hazards. Inspecting workplaces for compliance; training workers and safety personnel; experience in related occupations (industrial hygienist, safety engineer, etc.). Experience (GS-13) – 1 year of specialized experience equivalent to the next lower grade: evaluating hazards, advising management on unsafe conditions and investigations, developing mitigation plans, and coordinating with internal and external staff to promote safety and health. Your resume must explicitly show how you meet this requirement.
