Overview

Professional School Senior Associate Dean for Administration The City University of New York (CUNY) Graduate School of Public Health and Health Policy (SPH) seeks an experienced, dynamic senior leader to serve as Senior Associate Dean/Chief Operating Officer (COO). Reporting to the Dean and partnering with school leaders, the COO will develop and enhance structures, strategic plans, and practices to support SPH’s mission, vision, goals, and priorities in a complex fiscal and policy environment. The COO is responsible for ensuring effective administrative and resource management and fiscal stability through leadership and oversight of finances, human resources, information technology, facilities operations and planning, public safety, marketing, and other administrative services and functions. The ideal candidate will have extensive operational leadership experience and an understanding of public health and graduate education, with the ability to work effectively within a public sector environment that features shared governance and evolving policies and regulations.

Key Responsibilities

Design and implement administrative and operational structures and processes to support the School's strategic vision, mission, and goals. Plan and direct administrative operations, including budget and finance, human resources, information technology, facilities operations and planning, public safety, and marketing. Execute systems to ensure effective coordination and integration of administrative services for the School. Oversee the successful implementation of CUNYWork (Workday). Assess administrative operations and implement improvements as needed. Promote a culture of organizational excellence and efficiency through continuous quality improvement, innovation, and change management. Provide leadership and oversight for key administrative functions, including: Develop and implement financial planning, budgeting, and analytical tools to optimize resource allocation; ensure financial management and business services with appropriate controls over budget, bursar operations, purchasing, travel, accounting, asset management, risk management, and regulatory compliance. Oversee high-quality human resources services, including recruitment, onboarding, professional development, employee relations, benefits administration, payroll, and compliance with labor policies. Provide leadership and oversight for campus information technology and services to support academic, research, and administrative functions, including enterprise systems, cybersecurity, computing, helpdesk, infrastructure, data analytics, and IT governance and compliance. Oversee facilities operations, space allocation, event logistics, sustainability, environmental health and safety, and facilities planning with a focus on SPARC move in coordination with University leaders. Oversee public safety operations, security services, and emergency preparedness to maintain a secure environment and support operations during emergencies. Lead marketing efforts to ensure branding and messaging align with the School’s mission and vision. Ensure alignment of all administrative units with the School’s and University’s Strategic Plan. Perform other duties as assigned by the Dean. Qualifications

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Preferred Qualifications

Advanced degree in Business Administration, Public Administration, Public Health, or closely related field. Ten or more years of progressively responsible leadership experience in administrative/financial management, preferably in higher education or public sector. Proven ability to analyze administrative systems, build consensus, and implement initiatives to improve efficiency, accuracy, and customer service. Experience designing, implementing, and managing ERP systems. Experience managing complex budgets and aligning resources with School priorities. Extensive personnel management in collective bargaining environments and shared governance. Experience leading IT modernization, digital transformation, and information security initiatives. Knowledge of compliance, regulatory frameworks, risk management, and business continuity planning. Commitment to diversity, equity, and inclusion in leadership and hiring. Professional School Senior Associate Admin Compensation and Benefits:

$280,000 - $320,000 CUNY benefits support health and wellness, financial well-being, professional development, and work-life balance.
