Overview
Under little or no direct supervision, plans, develops, supervises and directs the operations and administration of the Parks & Recreation Department, including overseeing a full range of programs, facilities and parks to meet the varied and growing needs of the community. Prepares and administers the department budget. Performs other professional and administrative work as required. Reports to the Assistant County Administrator. ESSENTIAL JOB FUNCTIONS
Directs the daily operations of the Parks & Recreation Department’s divisions. Directs and supervises duties of assigned professional, supervisory and support staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems, and recommending employee transfers, promotions, discipline, discharge and salary increases. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Provides for the adequate training and development of department staff. Establishes and maintains the philosophy, vision and goals of the department. Ensures department compliance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations. Takes appropriate steps to ensure the safety of all citizens that utilize park property and facilities, enroll in recreation classes, attend special events and take part in any activity offered by the department. Develops and administers the department budget; approves expenditures and oversees the development and collection of department revenue. Seeks and administers grant funds, sponsorships and partnerships for special projects and programs. Plans, implements and oversees the development of new park facilities and the renovation of existing facilities; prepares and updates the five-year master plan for capital improvements for the park system. Plans and oversees the maintenance of the five (5) staffed parks in the County system. Prepares bid documents for various department projects. Oversees the planning, implementation and promotion of all department programs and projects; personally plans specific programs as appropriate. Evaluates programming through review of participant evaluations and public comment; determines cost-effectiveness and profitability of programs. Oversees the planning and implementation of special projects and programs. Ensures the development and implementation of an effective marketing and public relations program to increase awareness of and participation in department programs. Receives and responds to media inquiries. Oversees the use and maintenance of all department vehicles and equipment. Serves as liaison to County management, advisory groups, other County departments, community / civic organizations, boards and commissions, committees, government agencies, and other agencies and organizations; provides direction to various committees and task forces. Receives and responds to inquiries, concerns and complaints of citizens and visitors. Attends community meetings and events as appropriate. Keeps abreast of trends and issues in public recreation by reading professional publications and attending conferences, workshops, professional meetings, etc. Receives and reviews various records and reports including grant forms, budget documents, time sheets, meeting agendas and minutes, memos, correspondence, etc. Prepares a variety of documents, including but not limited to grant applications and documentation, department reports, master plans, budget documents, and various other records, reports, memos and correspondence. Refers to policy and procedure manuals, computer manuals, architectural and engineering drawings, budget manual, master plans, etc. Operates a vehicle and a variety of equipment such as a computer, printer, calculator, copier, fax machine, telephone, camera, modem, two-way radio, etc. Uses computer and clerical supplies, drafting instruments, various hand tools. Interacts and communicates with various groups and individuals such as the County Administrator, County department heads and personnel, subordinates, committee members, civic / community organizations, school groups, other government agencies, consultants, architects, engineers, contractors, volunteers, program participants, tourists, news media and the general public. Performs general administrative / clerical duties as required, including preparing reports and correspondence, copying and filing documents, entering computer data, attending and conducting meetings, reviewing correspondence, answering the telephone, etc. Performs light maintenance and housekeeping work as necessary. Performs related duties as required. EDUCATION, EXPERIENCE AND CERTIFICATION REQUIREMENTS
Requires a Bachelor's degree in parks & recreation management, public administration, leisure services or related field supplemented by five to six years of progressively responsible experience in parks and recreation programming and administration, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess Certified Parks and Recreation Professional certification as issued by the National Recreation and Parks Association. Must possess a valid state driver’s license.
