At the State of Connecticut, Department of Social Services (DSS), we are recruiting for a full-time Principal Cost Analyst in Hartford, CT. Position Highlights

This is a full-time, 40 hour per week, first shift, hybrid position. Schedule: Monday - Friday, 8:00 am – 4:30 pm. Your Role as a Principal Cost Analyst

The position is responsible for the development and implementation of Medicaid reimbursement methodologies for hospital inpatient services, outpatient hospital services, Disproportionate Share Hospital (DSH) payments and hospital supplemental payments. It includes Medicaid State Plan Amendments to obtain Federal matching funds. You will consult with hospital administrators, state legislators, and state leadership regarding Medicaid hospital payment, and work with federal counterparts on regulations and analyses. Responsibilities include fiscal analysis, cost reports, and hospital expenditure analysis to support Medicaid policy outcomes and Department objectives. You will synthesize complex financial data, communicate effectively, and may draft regulations and statutes. Attendance at appeal hearings and supervision of a team of accountants and financial managers in the administration of federally required DSH audits. Collaboration with other divisions is required in managing $2.5 billion in annual Medicaid hospital payments. The role requires working closely with legislators and other state agencies. Knowledge, Skills and Abilities

Considerable knowledge of principles and practices of business administration; and principles and techniques of health care budgeting, budget control and cost accounting. Knowledge of research techniques and statistical principles and procedures. Considerable interpersonal, oral and written communication skills. Ability to interpret costing and reporting regulations; ability to utilize computer software; supervisory ability. Minimum Qualifications

General Experience: Eight (8) years of experience in technical work in cost accounting or fiscal management. Note: Fiscal management is defined as professional accounting or auditing work with responsibility for reviewing and recommending financial policies and procedures of a business organization. Special Experience: One (1) year of the General Experience must have been in an advanced professional capacity recommending cost funding policies in a medical, intergovernmental or quasi-public setting. Note: For state employees, advanced professional capacity is interpreted at the level of an Associate Accountant. Intergovernmental means interactions between state government and the federal government or within/between state governments. Substitutions Allowed: College training may substitute for General Experience (15 semester hours = 1/2 year, up to 4 years for a Bachelor's). A Master\'s degree may substitute for one additional year; CPA may substitute for one additional year. Preferred Qualifications

Experience performing highly complex cost, revenue and financial analyses in support of federal reporting and Medicaid hospital rate calculations. Experience analyzing claims data, provider financial data, and cost reports. Experience interpreting and applying federal and state laws and regulations. Experience establishing cooperative working relationships with government and local agencies and stakeholders; working with legislative committees. Experience with Medicaid payment and financing policies (e.g., fee-for-service, base and supplemental payments, bundled payments). Special Requirements
