This is a full-time, 40 hour per week, first shift, hybrid position. Schedule: Monday-Friday, 8:00 am - 4:30 pm. Your Role

The Principal Cost Analyst will be responsible for the development and implementation of Medicaid reimbursement methodologies for hospital inpatient services, outpatient hospital services, Disproportionate Share Hospital (DSH) payments and hospital supplemental payments. The role includes Medicaid State Plan Amendments to obtain Federal matching funds, consulting with hospital administrators, state legislators, and state leadership on Medicaid hospital payment, and collaboration with federal counterparts on Medicaid regulations and analyses. The position requires experience in fiscal analysis, cost reporting, and hospital expenditure analysis to support Medicaid policy outcomes and Department objectives. The role requires the ability to synthesize complex financial data, communicate clearly (verbal and written), draft regulations and statutes, and participate in hearings. Additional responsibilities include overseeing a team of accountants and financial managers in federally required DSH audits, cross-divisional collaboration, and managing $2.5 billion in annual Medicaid hospital payments. Considerable knowledge of business administration principles and health care budgeting, cost accounting, and related practices. Knowledge of research techniques and statistical principles. Strong interpersonal, verbal, and written communication skills; ability to interpret costing and reporting regulations. Ability to utilize computer software and supervise staff. Minimum Qualifications

General Experience: Eight (8) years of experience in technical work in cost accounting or fiscal management. Note: Fiscal management includes professional accounting or auditing work with responsibility for financial policies and procedures. Special Experience: One (1) year of General Experience in an advanced professional capacity recommending cost funding policies in a medical, intergovernmental, or quasi-public setting. Substitutions: College credits may substitute for experience; a Master’s degree in accounting, business administration, or hospital administration may substitute for one additional year of General Experience; CPA certification may substitute for one additional year of General Experience. Preferred Qualifications

Experience performing highly complex cost, revenue, and financial analyses for federal reporting and Medicaid hospital reimbursement rates. Experience analyzing claims data, provider financial data, and cost reports. Experience interpreting federal and state laws/regulations; experience coordinating with legislature and other agencies; familiarity with Medicaid payment policies (fee-for-service, base and supplemental payments, bundling, etc.). Special Requirements
