You will serve as a Financial Management Analyst in the

ACCOUNTING (N84) DEPARTMENT

of

RESOURCE MANAGEMENT DIRECTORATE

at the

BUREAU OF MEDICINE AND SURGERY . This announcement uses the

Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense

to recruit and appoint qualified candidates to certain positions in the competitive service. Duties

You will serve as the Level III Agency Program Coordinator and policy lead for the Government Commercial Purchase Card program. You will provide functional management and oversight for all BUMED activities with Government Commercial Purchase Card authority. You will oversee and manage BUMED policy, instructions, and standard operating procedures related to the use of the Government Commercial Purchase Card. You will recommend and implement policy and procedures for all areas of the Government Commercial Purchase Card program. You will provide accounting quality assurance reviews and recommendations to peers. You will provide procedural guidance, policy, and oversight of the Government Commercial Purchase Card program. You will serve as the subject matter expert for all enterprise Government Commercial Purchase Card matters, answering policy questions and managing authority oversight of the program. You will perform independent projects requiring analytical skills, organizational and managerial abilities, excellent oral and written communication skills, creativity, negotiation, and consensus-building skills, along with attention to detail. Requirements

Failure to do so may result in withdrawal of the job offer or removal. This is a Level 2 certified Financial Management position under the NDAA 2012, Section 1599d. You must achieve this certification within the prescribed timelines, as per DoD Instruction 1300.26. You will need to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report (OGE-450) within 30 days. This position may require travel to CONUS and OCONUS locations, including remote sites, and may involve extended periods aboard military and commercial aircraft. The position is eligible for ad-hoc/situational telework at management's discretion.
